COORDINATOR, HEALTH PROJECTS 3

DEFINITION
Under the direction of a supervisory official, is responsible for
all phases of administration of a health program and other
related activities, including evaluating services, identifying
and developing new methods of providing services to meet the
needs of the populations to be served, and revising the program
as mandated by budgetary limitations and changing state and
federal legislation; does other related duties.

EXAMPLES OF WORK:
Evaluates the delivery of services to ensure that they are being
provided in the most efficient and effective manner.
Coordinates the development, review, and updating of service
policies and procedures in accordance with authority, existing
and changing patterns of delivery of services, and feasibility of
enforcement.
Identifies the need for and coordinates special investigations,
research activities, and studies as may be required to effectuate
improved delivery of health program services.
Consults with community leaders and local health officials to aid
in the identification of community needs and in planning for
appropriate health services and activities.
Coordinates the planning of surveys for the collection of data on
the health program services needed for the assignment of
priorities.
Identifies changes in priorities to ensure that program
objectives are being met in the most efficient and effective
manner.
Coordinates and promotes the provision of public information and
education about health program services for potential consumers.
Collates and evaluates data and prepares reports on services as
required by the supervisory official.
Reviews proposals, contracts, and reports for services provided
under health program categories.
Develops and maintains liaison with community groups and agencies
involved in the provision of related health services in New
Jersey.
In cooperation with the supervisory official, develops and
maintains liaison with supporting services within the
organization and with other government agencies.
Prepares and administers the annual budget in accordance with
established guidelines and procedures.
Maintains liaison between staff and the supervisory official in
implementing administrative policies.
Reviews, comments, and makes recommendations on requests for
funding of projects.
Establishes and maintains liaison with other government and non-
profit groups seeking federal assistance for related health
projects.
Maintains liaison with federal agencies for the purpose of
obtaining maximum financial support and administrative guidance
for related health activities.
Arranges and conducts symposia, workshops, and other educational
programs.
Conducts periodic reviews of booklets, pamphlets, brochures, and
films for appropriateness and completeness for distribution to
lay and professional individuals seeking information on related
health matters.
Participates in the recruitment, selection, and training of
personnel.
Plans, organizes, and assigns the work of the organizational unit
and evaluates employee performance and conduct, enabling the
effective recommendation of the hiring, firing, promoting, and
disciplining of subordinates.
Assists in the establishment and maintenance of necessary records
and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a
Bachelor's degree supplemented by a Master's degree in Public
Health or a related health field.
EXPERIENCE:
Four (4) years of experience in a health organization
involving the development, administration, and evaluation of
programs designed to detect and/or treat chronic diseases, one
(1) year of which shall have been in a supervisory capacity.
LICENSE:
Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform the essential
duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the approved principles and practices of public
health administration and community health which encompass
physical, social, and biological relationships.
Knowledge of the changing and complex nature of community health.
Knowledge of the principles, practices, and methods involved in
statistical data gathering and compilation.
Knowledge of the current methods of grant and contract
preparation.
Ability to understand and apply the goals, objectives, rules,
regulations, and procedures of programs/agencies which relate to
the provision of health care services.
Ability to correlate health care administration, the behavioral
sciences, and management principles to the development, review,
and updating for standards for provision of health services.
Ability to prepare and maintain an operating budget.
Ability to plan and organize a program for the provision of
health care services with mandated goals and objectives.
Ability to locate, assemble, analyze, and translate statistical
data.
Ability to plan for orientation and in-service training of
personnel.
Ability to write project proposals, evaluations, and reports
including statistical support.
Ability to apply scientific principles and professional knowledge
to evaluate the effectiveness of health services.
Ability to speak effectively before professional and lay groups
to interpret program standards and policies.
Ability to interpret pending legislation and its potential effect
upon provision of health services and related activities.
Ability to draft and prepare extensive correspondence.
Ability to work constructively and supportively with families,
physicians, allied health personnel, and community agencies and
individuals.
Ability to administer and supervise staff within the program.
Ability to organize and work with groups and committees.
Ability to apply the principles of public health administration
and community health in the development of standards for
provision of health services.
Ability to maintain essential records.
Ability to prepare reports.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered as
