Job Specification

ASSISTANT COMPTROLLER  

DEFINITION:

Assists the Comptroller in managing and controlling the financial resources of a local government agency/jurisdiction including the receipt and disbursement of monies; does related work as required.

EXAMPLES OF WORK:

Supervises and performs the work involved in extensive financial transactions.

Assists in preparing and administering an operating budget.

Assists in organizing, developing, and directing financial affairs.

Assists in the performance of professional functions involved in analysis and auditing of accounts, vouchers, and other records.

Assists in maintaining investment portfolios.

Assists in the preparation of statements of financial condition.

Assists in the implementation and maintenance of accounting and/or auditing procedures.

Gives suitable assignments and instruction to staff.

Establishes and maintains accurate and essential records and files.

Assists in seeing that disbursements of funds are within budgetary authorization limits.

May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional accounting experience in work involving the installation, operation, and keeping of a large-scale system of accounts, including or supplemented by twenty-one (21) semester credit hours in professional accounting subjects.

OR:

Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in professional accounting subjects ; and four (4) years of the above-mentioned professional experience.

OR:

Possession of a current, valid certificate as a Municipal Finance Officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services; and four (4) years of the above-mentioned professional experience.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the principles, methods, and procedures used in modern accounting and auditing. Knowledge of the laws, rules, and regulations governing the installation, operation, and keeping of accounts and their application to specific situations.

Knowledge of the preparation of involved and detailed accounting and other financial reports containing findings, conclusions, and recommendations.

Knowledge of computerized accounting systems.

Ability to analyze complex accounting problems.

Ability to design, install, and operate a large-scale accounting program.

Ability to give suitable assignments and instructions.

Ability to prepare suitable reports and to direct the establishment and maintenance of extensive accounting and related records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
