ASSISTANT PUBLIC WORKS SUPERINTENDENT
DEFINITION
Under direction assists the Public Works Superintendent or other
supervisory official responsible for the oversight of a public works
department, in performing administrative and supervisory duties in
planning and organizing the installation, maintenance, and repair of
various public works facilities; does related work as required.

EXAMPLES OF WORK:
Assists in executing plans for the effective utilization of available funds,
personnel, equipment, materials, and supplies.
Prepares annual department budget and maintains balances.
Assists in initiating standards for all equipment and materials used.
Assists in drawing up specifications for all departments bidding.
Keeps current with changes which would affect department operations
and purchase procedures.
Maintains a working acquaintance throughout the state with contracting,
engineering, and manufacturing representatives as well as state agencies.
Assists in developing suitable work programs for the varied functions
of the department.
Gives assignments and instructions to individuals and groups, and
supervises their work.
Makes recommendations to superiors concerning disciplinary measures,
promotions, and appointment of employees under supervision.
Assists in supervising employees engaged in work involving construction,
maintenance, and repair of streets and sewers and installation, maintenance,
and repair of pipes, valves, pumps, hydrants, and other water service equipment.
Makes investigations of complaints and takes proper action to see that
repairs are made with minimum delay.
Assists in supervising work involved in sweeping streets and shoveling
accumulations into containers and onto trucks, in loading, unloading, and
applying sand and street repair materials, in cutting brush and mowing
grass, and in emptying refuse containers, loading refuse, and disposing
of refuse.
Ensures that proper safety precautions are taken by employees.
Inspects and checks work in progress or completed to see that proper
procedures are/were followed.
Prepares reports containing findings, conclusions, and recommendations.
Obtains, stores, safeguards, and supervises proper use of equipment,
materials, and supplies.
Keeps essential records and files.
May be responsible for the supervision and administration of a water
supply and/or sewage treatment system.
Assists in drawing up plans and specifications for work performed by
private contractor.
Follows through on public work projects undertaken by private contractors
to see that such work is completed properly and that contractor complies
with terms of contract.
In conjunction with the Public Works Superintendent and Municipal Engineer,
assists in planning, designing, and recommending to governing body new
and improved public works facilities to meet future needs of the community.
May assist in supervising the billing of water and sewer services.
Will be required to learn to utilize various types of electronic and/or
manual recording information systems used by the agency, office
or related unit.
REQUIREMENTS:
EXPERIENCE:
Four (4) years of supervisory experience in the construction, maintenance,
and repair of streets, in sewer, water, sanitation, or other public work
facilities, or in similar heavy construction and maintenance work.
NOTE: Satisfactory completion of college level semester hour credits
in engineering courses at an accredited college or university may be
substituted for up to two (2) years of experience on the basis of thirty
(30) semester hour credits being equal to one (1) year of experience.
LICENSE:
Appointees will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.
NOTE: Where the position involves responsibility for supervision and
administration of a water supply and/or sewage treatment system,
appointees will be required to possess a license of the appropriate
grade, issued by the New Jersey Department of Environmental Protection,
to operate public water and/or sewage treatment plant and/or a public
water supply system.
KNOWLEDGE AND ABILITIES:
Knowledge of procedures used in making routine and complex repairs
to water and sewer equipment.
Knowledge of processes used in the construction, maintenance, and
repair of streets.
Ability to organize assigned work
Ability to give suitable assignments and instructions to groups and
individuals
Ability to prepare reports containing findings, conclusions, and
recommendations.
Ability to keep needed records and files.
Ability to learn to utilize various types of electronic and/or manual
recording information systems used by the agency, office or related
units.
Ability to read, write, speak, understand, or communicate in English
sufficiently to perform the duties of this position. American Sign
Language or braille may also be considered as acceptable forms
of communication.
