Job Specification

 ASSISTANT SEWAGE PLANT SUPERINTENDENT

 DEFINITION:

 Under  direction,  assists  the sewage  plant  superintendent  in
 planning,  organizing, directing, and coordinating activities  of
 all workers involved in the operation, maintenance, and repair of
 an  entire  sewage  treatment and disposal facility;  does  other
 related duties as required.

 NOTE: The  examples of work for this title are for illustrative

 EXAMPLES OF WORK:

 Assists  in  administration, operation,  and  maintenance  of  an
 entire plant.

 Exercises direct authority over all plant functions/personnel  in
 accord with approved policies/procedures.

 Inspects plant regularly.

 Assists   in   analyzing/evaluating  operation  and   maintenance
 functions.

 Assists in initiating or recommending new or improved practices.

 Assists in developing plans/procedures to ensure efficient  plant
 operations.

 Recommends plant improvements and additions.

 Coordinates  data and assists in preparing or reviewing/approving
 operation reports and budget requests.

 May  control expenditure of budgeted funds, and requests approval
 for major expenditures if required.

 May  recommend  specifications for major equipment  and  material
 purchases.

 May  organize and direct activities of plant personnel  including
 training programs.

 Maintains effective communications and working relationships with
 employees, government officials, and general public.

 May  direct  operations, maintenance, repair,  improvements,  and
 expansion of sewage treatment plant.

 Confers   with   engineering   personnel   concerning   improving
 effectiveness of the plant.

 May develop working programs/procedures.

 Gives assignments/instructions to groups and individuals.

 Assists  in ascertaining methods and costs of handling industrial
 wastes.

 Prepares reports.

 May supervise the establishment/maintenance of records and files.

 May  prepare  or  review/approve  operation  reports  and  budget
 requests.

 May  prepare  specifications  for major  equipment  and  material
 purchases.

 Will  be required to learn to utilize various types of electronic
 and/or  manual  recording and information  systems  used  by  the
 agency, office, or related units.

 REQUIREMENTS:

      EXPERIENCE:

      Four  (4)  years  of  experience  in  operating,  adjusting,
 regulating,  repairing, and maintaining pumps,  valves,  electric
 motors,  and  other  electrical/mechanical equipment  used  in  a
 sewage treatment plant, one (1) year of which shall have been  in
 a supervisory capacity.

      NOTE: Substitution of education for experience may be  made
 on the basis of successful completion of 30 semester hour credits
 in engineering science courses in sanitary, environmental, civil,
 chemical, or mechanical engineering from an accredited college or
 university  for  each  year  of  indicated   nonsupervisory  work
 experience.

      LICENSE:

             Appointees may be required to possess a current and valid
 Public Wastewater Systems Operator License and/or a Public Water
 Treatment System Operator License of the appropriate class issued
 by the New Jersey Department of Environmental Protection.

      Appointees  will  be required to possess a driver's  license
 valid  in  New Jersey only if the operation of a vehicle,  rather
 than  employee mobility, is necessary to perform essential duties
 of the position.

 KNOWLEDGE AND ABILITIES:

 Knowledge  of  processes/equipment used in  wastewater  treatment
 including  basic hydraulics, structural analysis,  and  chemical,
 bacteriological, and biological processes.

 Knowledge   of   managerial,   administrative,   and   accounting
 practices/procedures  involved  in  plant  operation,  industrial
 wastes, and their effects on treatment processes/equipment.

 Ability  to  plan  and  direct  activities  of  workers  and   to
 communicate effectively with them concerning technical wastewater
 treatment processes.

 Ability    to   establish   and   maintain   harmonious   working
 relationships.

 Ability   to   communicate  effectively  with  plant   employees,
 government officials, and general public.

 Ability to apply principles of logic to define problems.

 Ability  to  collect and analyze data, and draw sound conclusions
 therefrom.

 Ability  to  interpret technical instructions in books,  manuals,
 and diagrams.

 Ability to prepare work schedules, reports, and budgets.

 Ability to maintain records and files.

 Ability   to  give  assignments/instructions  to  employees   and
 supervise performance of their work.

 Ability  to  utilize  various types of electronic  and/or  manual
 recording and information systems used by the agency, office,  or
 related units.

 Ability  to  read, write, speak, understand, and  communicate  in
 English   sufficiently  to  perform  duties  of  this   position.
 American  Sign  Language or Braille may  also  be  considered  as
 acceptable forms of  communication.
