CHIEF ASSISTANT ASSESSOR
DEFINITION:
Under direction of the Tax Assessor, supervises and directs the unit activities
and staff responsible for the appraisal and assessment of real property;
supervises staff and work activities; prepares and signs official performance
evaluations for subordinate staff; performs other related duties as required.

EXAMPLES OF WORK:
Supervises and directs the activities and staff of the assessing unit.
Supervises and directs the appraising and assessment of land, buildings,
and all taxable properties.
Prepares informative reports for the governing body on matters
concerning the appraisal and assessment of property.
Represents the municipality before governing bodies and agencies and all
tax courts.
Investigates complaints from taxpayers and recommends adjustments or
changes accordingly.
Prepares reports and correspondence.
Supervises the preparation and maintenance of essential records and files.
Supervises the work operations and/or functional programs and is
responsible for effectively recommending the hiring, firing, promoting,
demoting, and/or disciplining of employees.
Will be required to learn how to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EXPERIENCE:
Five (5) years of experience in assessing or appraising residential,
commercial, and/or industrial real property, three (3) years of which
shall have been in a supervisory capacity.
LICENSE:
NOTE: Appointees may be required to possess and maintain valid certification
as a Certified Tax Assessor (CTA) issued by the New Jersey Department of
the Treasury, Division of Taxation and Property Administration. The
responsibility of certification verification rests with the appointing authority.
Appointees will be required to possess a driver’s license valid in New Jersey
only if the operation of a vehicle, rather than employee mobility, is necessary
to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the New Jersey State and municipal laws, rules, regulations,
policies, and procedures regarding tax assessments.
Knowledge of accepted methods of property appraisals.
Knowledge of the form and content of building plans.
Knowledge of the methods used to collect and analyze data.
Knowledge of office methods, practices, routines, machines, and equipment
and of the internal organization and established policies, procedures, and
regulations relevant to the work of the unit.
Knowledge of the issues involved in planning details of an established work
programs, giving assignments and instructions to individuals and groups,
and in supervising the performance of their work.
Knowledge of methods used in preparing and supervising the preparation
of statistical and other reports containing findings, conclusions, and
recommendations.
Ability to organized assigned technical and supervisory work and develop
effective work methods.
Ability to perform difficult and technical work of a varied nature.
Ability to work collaboratively with lower level employees, associates,
superior officers, and the public.
Ability to plan and revise procedures and methods.
Ability to compose clear, sound, accurate, and informative reports containing
findings, conclusions, and recommendations.
Ability to supervise the preparation and maintenance of essential records
and files.
Ability to supervise work operations and/or functional programs and
effectively recommend the hiring, firing, promoting, demoting, and/or
disciplining of employees.
Ability to learn how to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or related
units.
Ability to read, write, speak, understand, and communicate in English
sufficiently to perform duties of this position. American Sign Language
or Braille may also be considered as acceptable forms of communication.
