CHIEF OF FINANCE AND ACCOUNTS DEFINITION:
Under direction, supervises and performs the work involved in managing all phases of the agency in financial matters in accordance with established procedures and policies; does other related duties as required.

EXAMPLES OF WORK:
Organizes, develops, directs, and performs the work involved in the management of the financial matters of the agency.
Coordinates the preparation and implementation of budgets.
Controls the disbursement of monies and directs the keeping of accounts and records.
Supervises preparation and submission of payrolls.
Analyzes the accounts and records and prepares statements concerning the fiscal condition.
Recommends and establishes all accounting methods and procedures.
Responsible for auditing all invoices and checks prior to payments.
Maintains insurance contract records.
Gives suitable assignments and instructions.
Prepares reports and correspondence relating to financial matters.
Establishes and maintains financial records and files.
Directs all data processing operations.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Nine (9) years of professional supervisory accounting or auditing experience in work involving the installation, operation, and keeping of a large scale system of accounts, including or supplemented by twenty-one (21) semester hour credits in professional accounting subjects.
OR
Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in professional accounting subjects; and five (5) years of the above-mentioned professional supervisory experience.
OR
Possession of a valid certificate as a Registered Municipal Accountant or Certified Public Accountant issued by the New Jersey State Board of Certified Public Accountants or as a Certified Municipal Finance Officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services; and five (5) years of the above-mentioned professional upervisory experience.
NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE:
Knowledge of the principles, methods, and procedures used in modern accounting.
Knowledge of the laws, rules and regulations governing the installation, operation and keeping of accounts and their application to specific situations.
Knowledge of the preparation involved in detailed accounting and other financial reports containing findings, conclusions and recommendations.
Ability to analyze complex accounting problems.
Ability to design, install, and operate a large scale accounting program and to give suitable assignments and instructions.
Ability to prepare suitable reports and to direct the establishment and maintenance of extensive accounting and related records and files.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
