CHIEF SANITATION INSPECTOR
DEFINITION
Under direction, supervises and works with a group of inspectors
engaged in work involving the inspection, investigation, and
enforcement of codes, ordinances, and other similar standards
related to the collection and disposal of refuse and litter; does
other related duties as required.

EXAMPLES OF WORK:
Plans, organizes, and assigns work of the organizational unit and
evaluates employee performance and conduct enabling the effective
recommendation of the hiring, firing, promoting, and disciplining
of subordinates.
Supervises other sanitation inspectors in their assignments by
providing them with advice and assistance, ensuring adequate work
performance, reviewing and approving inspection reports, and
training new inspectors.
Enforces rules, regulations, policies, and procedures of the
jurisdiction.
Resolves complaints by answering questions from residents,
violators, and so forth, and explaining reasons for issuance of
notice.
Develops effective sanitation work programs.
May set up and assign inspection routes.
Establishes and keeps records of work performance, personnel and
equipment utilized, and time spent in conducting inspections.
Walks or rides in a vehicle to visually examine the condition of
refuse (for example, placement, containment, separation, and so
forth).
Visually examines the condition of refuse to detect deviation
from standards contained in ordinances or codes for refuse and
litter.
Makes note of other conditions regarding refuse collection (for
example, failure to pick-up, improper pick-up) to record
information and provide superiors with information on improper
work methods or failure of firm to comply with terms of work
contract.
Explains codes and ordinances to residents to encourage
compliance, clarify requirements of codes and other regulatory
guidelines, and suggest methods for correcting violations.
Investigates complaints filed by residents, collection crews, and
others by recording the nature of the complaints, names of
complainants, and personal observations to record the need for
corrective actions.
Issues notices of violation to inform violators of their failure
to comply with codes or ordinances and to warn of possible court
action.
May issue notices of violation for those conditions which prevent
or impede work crews from completing their assignments (for
example, collection of refuse and cleaning of vacant lots and
thoroughfares).
As part of a team, may work on special community cleanup projects
to eliminate refuse, litter, or other unsightly or unsafe
conditions.
Prepares written reports of inspections and composite reports
showing number and types of violation notices issued, and other
information for purpose of providing superior information on work
status.
May testify in court to present information regarding incidents.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EXPERIENCE:
Three (3) years of experience in conducting inspections to
enforce codes, ordinances, or regulations pertaining to the
collection and disposal of refuse.
LICENSE:
Appointees will be required to possess a driver=s license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform essential duties
of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of codes, ordinances, and standards used in controlling
the containment, placement, collection or disposal of refuse and
litter.
Knowledge of methods, procedures, and practices used in
inspecting properties and areas where refuse and litter are
deposited
Knowledge of problems likely to be encountered in work requiring
inspection, and measures to be taken to ensure compliance with
refuse codes, ordinances, and standards.
Knowledge of supervisory techniques.
Ability to give assignments and instructions to individuals and
groups and to supervise the performance of their work.
Ability to tactfully receive and adjust complaints dealing
sometimes with persons who are resentful.
Ability to read and prepare factual reports.
Ability to understand and analyze problems, organize assigned
work, and develop effective work methods.
Ability to understand municipal ordinances concerning garbage
collection and disposal, and apply them to specific cases.
Ability to learn to note and correctly appraise significant facts
and conditions in making inspections.
Ability to read and observe prescribed inspection procedures.
Ability to understand and take and maintain a firm, correct stand
when controversies arise.
Ability to keep records.
Ability to utilize various types of electronic and/or manual
recording and information systems used by the agency, office,
or related units.
Ability to read, write, speak, understand, and communicate in
English sufficiently to perform duties of this position. American
Sign Language or Braille may also be considered as acceptable
forms of communication.
