SUPERINTENDENT OF WEIGHTS AND MEASURES
DEFINITION:
Under direction, plans, directs, and performs the work involved
in the inspection and testing of weighing and measuring devices
and commodities in commerce for compliance with state law,
regulations, and standards; does other related duties as
required.

EXAMPLES OF WORK:
Plans and schedules work assignments on a long-range basis within
schedules and priorities established by higher level supervision.
Formulates and approves operating practices.
Plans and assigns work to subordinates.
Receives complaints regarding violations of weights and measures
laws, examines reports of field inspections, and determines
corrective action for serious cases.
Files papers for prosecution violations.
Prepares and submits reports.
Keeps abreast of changes in weights and measures laws and the
types of weighing and measuring devices condemned by the state,
and keeps subordinates up-to-date on such information.
Explains and interprets laws and regulations governing weights
and measures to users of measuring devices and to others, and
gives talks to interested groups.
Receives and answers communications.
Supervises the testing of weighing and measuring devices against
established standards.
Prepares annual budget.
Conducts field inspections.
Supervises the establishment and maintenance of records
and files.
Enforces and implements state weights and measures laws
and regulations.
Maintains custody of the physical standards of weights and
measures, and maintains legal traceability and certification
of such standards.
Administers state licensing laws concerning fuels, fuel dealers,
weighmasters, equipment dealers and mechanics, and buyers
of precious metals.
Tests and inspects all weighing devices used to determine the
weight of commodities.
Tests and inspects retail motor fuel dispensers to determine
proper operation and compliance with applicable regulations.
Tests and inspects power operated vehicle tank meters to
determine proper operation and compliance with applicable
regulations.
Tests and inspects prescription balances, jewelers' scales, and
analytical balances.
Tests and inspects weights for compliance with applicable
specifications and tolerances.
Inspects glass graduates used in pharmacies for compliance
with applicable specifications and tolerances, and determines
correctness of design, shape, material, markings, and
maintenance.
Supervises and takes part in reweighing, remeasuring, and
recounting of commodities presented for retail sale in accord
with established test methods and procedures.
Supervises and participates in stopping of vehicles in transit to
inspect vehicle tank meters.
Tests and inspects fabric measuring devices.
Tests noncommercial weighing devices used by doctors, hospitals,
schools, the postal service, athletic events, and other
government agencies.
Prepares correspondence.
Supervises the preparation of reports of weights and measures
tests, inspections, surveys, investigations, and related matters.
Supervises the activities of weights and measures of staff.
Develops and implements an annual inspection schedule.
Prepares and submits monthly and annual reports required
by statute to the State Superintendent of Weights and Measures.
Maintains records of tests and inspections.
Attends training seminars.
Investigates consumer complaints concerning incorrect weights,
measure counts, commodity labeling,
incorrect posting of gasoline prices, and electronic scanning
devices and point of sale systems.
Determines validity of complaints, if violations should be
prosecuted in court, and gathers evidence to support prosecution.
Prepares formal complaints and files/certifies them with court
clerk.
Presents testimony in court.
Prepares reports of tests, inspections, calibrations, and
investigations containing observations, findings, conclusions,
recommendations, and actions taken.
Maintains essential records, reports, and files.
Will be required to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EXPERIENCE:
Five (5) years of experience in servicing, repairing,
testing, or calibrating weighing and measuring devices.
NOTE: Thirty (30) semester hour credits from an accredited
college or university in the fields of engineering, physics,
electronics, or mathematics may be substituted for one (1) year
of indicated experience.
NOTE: Applicants must have successfully completed the Weights
and Measures training program conducted by the State Office of
Weights and Measures, Department of Law and Public Safety.
LICENSE:
Appointee will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of state laws and regulations, standards, policies,
procedures, and specifications concerning weights and measure
devices.
Knowledge of calibration procedures recognized by the National
Institute of Standards and Technology including mathematical
and statistical processes required to determine actual value
of standards verified and of tables and charts provided by the
Institute for that purpose.
Knowledge of design, construction, use, care, adjustment, testing,
and inspection of weighing and measuring devices
including scales, meters, equipment, tanks, and compartments, and
all accessory systems.
Knowledge of quantity control methods used by industries to
comply with weights and measures packaging requirements.
Knowledge of the universal product code system or similar
systems.
Knowledge of supervisory principles and techniques.
Ability to comprehend, analyze, and interpret basic laws,
regulations, policies, and standards applicable to weights and
measures testing and inspections.
Ability to collect information, and compile evidence.
Ability to prepare clear, technically sound, accurate, and
informative reports and correspondence containing findings,
conclusions, and recommendations.
Ability to act as a witness under oath during hearings and court
proceedings.
Ability to maintain essential records and files.
Ability to work harmoniously with users of weighing devices and
other concerned persons.
Ability to explain laws, rules, procedures, and policies to users
of weighing devices and other concerned and interested persons.
Ability to take a firm, correct stand when controversies arise.
Ability to supervise subordinate personnel
Ability to train personnel in weights and measures procedures and
techniques.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered as
acceptable forms of communication.
