Job Specification

DEPUTY CLERK, BOARD OF COUNTY COMMISSIONERS 

DEFINITION:

Under direction of the Clerk to the Board of County Commissioners, leads the 
development and maintenance of clerical procedures and services of the Board 
of County Commissioners; ensures that rules, regulations, policies, and 
procedures of the Board are observed; supervises staff and work activities; 
performs other related duties as required.

EXAMPLES OF WORK:

Serves as liaison with the County Commissioners, Clerk to the Board, department 
employees, and other county departments/agencies.

Organizes assigned clerical and supervisory work and develops effective work 
methods.

Reviews, checks, and certifies reports, applications, forms, and other highly 
technical documents.

Processes special requests for information in alignment with established 
department policies.

Composes correspondence in accordance with established procedures.

Signs correspondence as required.

Interviews and transacts routine business with persons who call at the office, 
and makes appointments.

Prepares and finalizes meeting agendas.

Where required on a sporadic basis, performs routine and uncomplicated 
keyboarding/ typing tasks on a computer console, typewriter or other key 
entry device used by the agency. 

Maintains administrative records and files.

May assist in the planning and revision of clerical procedures and office routines. 

Ensures that suitable systems are put into action.

Compiles, tabulates, and interprets data and statistics.

Supervises the work operations and/or functional programs and has responsibility 
for effectively recommending the hiring, firing, promoting, demoting and/or 
disciplining of employees.

Will be required to learn how to utilize various types of electronic and manual 
recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

EXPERIENCE:

Five (5) years of experience in work involving the processing of administrative 
or technical clerical work which involves independent interpretation of 
rules, regulations, policies, and procedures; one (1) year of which shall have 
been in a supervisory capacity.

LICENSE:

Appointees will be required to possess a driver’s license valid in New Jersey, 
only if the operation of a vehicle, rather than employee mobility, is necessary 
to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of office methods, practices, routines, machines, and equipment.

Knowledge of the internal organization and established policies, procedures, 
and regulations of the department after a period of training.

Knowledge of problems encountered in organizing assigned clerical and 
supervisory work, and in developing effective work methods.

Knowledge of standard office routines, procedures, and methods.

Ability to organize assigned clerical and supervisory work, and to develop 
effective work methods.

Ability to assign and instruct both groups and individuals.

Ability to perform detailed technical clerical work of varied nature.

Ability to work cooperatively with associates, subordinates, superior 
officers, and those interested in or concerned with the work of the Board.

Ability to compose clear, concise, and appropriate business letters in accord 
with established Board policies.

Ability to prepare and supervise the preparation of clear, sound, accurate, 
and informative reports.

Ability to supervise the maintenance of essential records and files.

Ability to supervise work operations and/or functional programs and 
effectively recommend the hiring, firing, promoting, demoting, and/or 
disciplining of employees.

Ability to learn how to utilize various types of electronic and/or manual 
recording and information systems used by the agency, office, or related 
units.

Ability to read, write, speak, understand, and communicate in English 
sufficiently to perform duties of this position. American Sign Language 
or Braille may also be considered as acceptable forms of communication.
