Job Specification

DIRECTOR OF ECONOMIC AND INDUSTRIAL DEVELOPMENT  

DEFINITION:

Under direction, plans, organizes, and directs the planning and promotional activities involved in the economic and industrial development of the jurisdiction; does other related duties as required.

EXAMPLES OF WORK:

Plans, organizes, and directs a program designed to enhance the economic and industrial development of the jurisdiction.

Coordinates federal aid programs relating to the economic growth of the jurisdiction.

Conducts and analyzes economic, real estate, and industrial surveys.

Analyzes and evaluates business trends, legislation, and developments affecting industry.

Maintains records of and provides information on labor availability, transportation facilities, housing, hospitals, educational facilities, tax structure of the municipality, zoning requirements, and so forth.

Attends and participates in conferences and meetings concerned with the industrial development of the jurisdiction.

Handles mail promotions directed to industrial firms in an effort to attract new ratables to the jurisdiction.

Makes survey tours of available sites for prospective clients.

Maintains up-to-date files on available sites, their specifications, and pertinent information on existing available structures.

Steers prospective clients to various public and private agencies for receiving financial assistance, manpower training, and so forth, and assists clients with processing the necessary paper work.

Promulgates statistical and research data for the enhancement of industrial development.

Represents the jurisdiction=s position on industrial development matters at various federal and state hearings.

Maintains close liaison with agencies and persons interested in industrial and business development.

Prepares budgetary recommendations for the department.

Prepares correspondence and clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional or administrative experience in land use activities, or in large scale industrial or commercial property sales or commercial property development programs.

OR

Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional or administrative experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of methods and techniques of gathering information concerning available real estate and its possible use.

Knowledge of the geography, material resources, climatic conditions, and varied activities, problems, and possibilities of the jurisdiction.

Knowledge of the collection, preparation, editing, and distribution of significant information.

Knowledge of methods likely to be effective in securing the active good will and cooperation of civic, business, and other interested groups and organizations.

Knowledge of methods of planning suitable publicity releases for newspapers.

Knowledge of establishing and maintaining pertinent mailing lists, records, and files.

Ability to organize assigned work and develop effective work methods.

Ability to work harmoniously with associates and with other groups and individuals engaged in or concerned with industrial development.

Ability to communicate effectively both orally and in writing.

Ability to analyze and draw sound conclusions from available data.

Ability to prepare clear, sound, accurate, and informative reports and studies.

Ability to establish and maintain pertinent records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
