Job Specification

DIRECTOR OF MANAGEMENT  

DEFINITION:

Under immediate direction of the Secretary and Executive Director or Assistant Secretary and Executive Director, has charge of management functions of all public housing projects of the Housing Authority; does other related duties as required.

EXAMPLES OF WORK:

Organizes, develops, directs, and has charge of management functions of all public housing projects in the Housing Authority.

Establishes operating procedures at the project office level.

Supervises and visits each project to ensure proper operation and performance of duties by project office personnel.

Prepares management budgets and statistical reports according to Housing Authority regulations.

Represents the Housing Authority with counsel on all dispossession cases in court.

Conduct meetings with housing managers.

Maintains cooperative relationships with community organizations.

Handles the more difficult tenant appeals which emanate from tenant complaints.

Prepares reports.

Gives assignments and instructions.

Directs the establishment/maintenance of tenant records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional business experience in the field of real estate management or public housing or social and/or credit investigation experience involving personal interviewing, three (3) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, three (3) years of which shall have been in a supervisory capacity.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of methods of managing a public housing project.

Knowledge of rules/regulations pertaining to the management of public housing projects.

Ability to plan, develop, organize, install, and supervise management functions for all public housing projects in the Housing Authority.

Ability to give assignments and instructions.

Ability to direct the establishment/maintenance of records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
