CLINICAL LABORATORY EVALUATOR 1
DEFINITION
Under the direction of a supervisory official in the Department
of Health and Senior Services, surveys, reviews, evaluates
and documents the performance of licensed or certified clinical
laboratories and/or blood banks performing testing of bodily
specimens in such specialties as: clinical chemistry,
clinical microbiology (bacteriology, mycobacteriology,
virology, mycology, parasitology), hematology, immunology,
cytology, and toxicology including radiobioassay procedures;
does other related duties as required.

EXAMPLES OF WORK:
Visits private/public/hospital laboratories and/or blood banks
throughout the state to evaluate the performance of laboratory
tests and the collection, processing, storage and distribution of
blood and provide consultation in all matters relevant to improving
the quality of performance of laboratory tests and protecting the
health and safety of blood donors and recipients in accordance
with established program policies and state and federal statutes, rules
and regulations.
Ensures participation of clinical laboratories and/or blood banks
in approved programs and evaluates the testing of proficiency
specimens and performance to determine compliance with state and
federal rules and regulations.
Evaluates the quality assurance plans and activities of clinical laboratories
and/or blood banks to determine that provisions are in place and are
monitored at established frequencies in order to ensure the accuracy
and reliability of test results and the health and safety of blood donors
and recipients.
Reviews quality control programs that are in daily use within the various
clinical laboratory or blood bank procedures to assess compliance with
applicable state and federal requirements.
Evaluates qualifications of laboratory or blood bank personnel and
performance of clinical laboratories and blood banks to ensure compliance
with federal/state standards.
Ensures that check sample production is timely/accurate and meets standards
set forth in state and federal rules and regulations for the operation of clinical
laboratories and blood banks.
Maintains detailed and accurate reports/records pertaining to all
work performed in various laboratories and/or blood banks.
Prepares clear, technically sound, accurate, and informative
reports of investigations/inspections.
Prepares correspondence in the course of official duties.
Reviews laboratory or blood bank records to ensure that the laboratory
or blood bank has verified the manufacturer’s performance
specifications or established performance specifications for each test system.
Maintains close surveillance on all relevant literature, trends
of thought, and new developments in the field of medical
technology and blood banking.
Maintains records, reports, and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a
Bachelor’s degree in Medical Technology or a biological or
chemical science which shall have included at least sixteen (16)
semester hour credits in chemistry, sixteen (16) semester hour
credits in the biological sciences, and three (3) semester hour
credits in mathematics.
NOTE: Possession of the qualifications of a Medical
Technologist as required under Federal Medicare Regulations
Subpart M Part 405:1315, Chapter 3, Title 20 of the Code of
Federal Regulations for coverage of services of independent
laboratories or under NJAC 8:44-2.6 may be substituted for the
above education.
EXPERIENCE:
Two (2) years of experience as a medical technologist in
specialties including but not limited to chemistry, microbiology,
hematology, immunology, and cytology in a private/public/hospital
clinical laboratory which shall have included training
responsibilities.
NOTE: A Master’s degree in Medical Technology or related
field may be substituted for one (1) year of indicated
experience.
LICENSE:
Appointees will be required to possess a driver’s license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform essential duties
of the position.
American Society of Clinical Pathology (ASCP) certification as a
medical technologist may be required for federally funded positions.
KNOWLEDGE AND ABILITIES:
Knowledge of principles of bacteriology, clinical chemistry,
serology, parasitology, cytology, hematology, mycology, and other
scientific fields of knowledge involving extensive laboratory
analyses/techniques and use of standard laboratory
equipment/supplies/reagents.
Knowledge of existing federal and state regulations pertaining to clinical
laboratories and/or blood banks and the ability to evaluate compliance to
such standards after a period of training.
Knowledge of the purpose of varied tests routinely performed in a
clinical laboratory.
Knowledge of the function and use of clinical laboratory
equipment in various specialties.
Knowledge of precautions to be taken in shipping/receiving all
types of specimens including procedures for
preserving/identifying such specimens.
Ability to detect errors in laboratory performance as a result of
onsite visits or review of proficiency test results.
Ability to analyze technical medical laboratory problems,
organize assigned work, and develop effective work methods.
Ability to provide technical assistance to individuals and groups
of professional/paraprofessional laboratory or blood bank employees.
Ability to review laboratory and/or blood bank analyses/tests of varied
types in accord with standard and prescribed procedures.
Ability to prepare clear, scientifically sound, and accurate laboratory
reports of tests/analyses containing findings, conclusions, and
recommendations.
Ability to maintain laboratory reports, records, and files.
Ability to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or
related units.
Ability to read, write, speak, understand, and communicate in
English sufficiently to perform duties of this position.
American Sign Language or Braille may also be considered as
acceptable forms of communication.
