LEGAL ANALYST
DEFINITION
Under direction, prepares legal memoranda, and analyzes and
provides information for evaluation and revision of
administrative activities, municipal legislation, procedures, and
practices; does other related duties as required.

EXAMPLES OF WORK:
Prepares or reviews the preparation of a variety of legal
documents including ordinances, legal bills, and resolutions.
Performs legal research on points of law and legislation, and
advises staff members on all legal matters pertaining to their
specific operations.
Maintains constant study of all federal, state, and local
legislation to determine possible effect on agency operations.
Interprets contract provisions for staff members.
Coordinates legal matters with the jurisdiction and other
agencies.
Prepares local ordinances and other proposed legislation as
dictated by operational requirements, and participates in
litigation or disagreements as regarding legal matters.
Prepares legal opinions, reports, and correspondence.
Analyzes all legislation and legal opinions pertaining to agency
or jurisdiction operations to determine their possible impact on
agency or jurisdiction functions, policies, and procedures.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from an accredited Law School or admission to
practice as an Attorney-at-Law in the state of New Jersey.
EXPERIENCE:
Two (2) years of experience in conducting legal research
studies and in analyzing and evaluating legal documents, rules,
regulations, and legislation.
LICENSE:
Appointees will be required to possess a driver 's license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform essential duties
of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of techniques used to gather, analyze, and evaluate
information concerning the municipal legal and legislative
process and functions.
Knowledge of various problem solving techniques.
Knowledge of legal principles and practices, and their
application to all phases of agency or jurisdiction operations.
Ability to analyze, select, and apply techniques and methodology
to problem situations, and to recommend logical and appropriate
procedures for their solution.
Ability to gather, assemble, correlate, and analyze facts and
draw sound conclusions.
Ability to prepare clear, concise, and accurate oral and written
reports and presentations.
Ability to gain the confidence and cooperation of members of the
municipal legislative body and other agencies.
Ability to work harmoniously and maintain effective liaison with
various municipal officials and other persons.
Ability to establish and maintain cooperative working
relationships with supervisors and other employees.
Ability to utilize various types of electronic and/or manual
recording and information systems used by the agency, office,
or related units.
Ability to read, write, speak, understand, and communicate
in English sufficiently to perform duties of this position.
American Sign Language or Braille may also be considered
as acceptable forms of communication.
