MUNICIPAL TREASURER DEFINITION:
Under direction, supervises and performs the work involved in the disbursement, accounting, and auditing of funds received and disbursed, and in negotiation of loans and sale of bonds; does related work as required.

EXAMPLES OF WORK:
Supervises and performs the work involved in the preparation of varied financial reports and statements.
Supervises and performs the work involved in negotiation of loans and sale of bonds.
Prepares budgets.
Provides assignments and instructions to subordinates.
Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
Plans and installs auditing and accounting systems and forms.
Prepares correspondence in the course of official duties.
Prepares reports containing findings, conclusions, and recommendations.
Responds to inquiries of a technical nature.
Supervises the establishment and maintenance of essential records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Nine (9) years of professional supervisory accounting experience in work involving the installation, operation, or auditing of large-scale systems of accounts, two (2) years of which shall have been in municipal accounting or auditing, including or supplemented by twenty-one (21) semester hour credits in professional accounting subjects.
OR
Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in professional accounting subjects; and five (5) years of the above-mentioned professional supervisory accounting experience, two (2) years of which shall have been in municipal accounting or auditing.
OR
Possession of a valid certificate as a Certified Municipal Finance Officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services; and five (5) years of the above-mentioned professional supervisory accounting experience, two (2) years of which shall have been in municipal accounting or auditing.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES
Knowledge of modern accounting principles, methods, and procedures.
Knowledge of the laws, rules, and regulations governing the installation, operation, and keeping of accounts and their application to specific situations.
Knowledge of methods used to prepare involved, detailed accounting and other financial reports containing findings, conclusions, and recommendations.
Ability to analyze complex financial problems.
Ability to provide appropriate assignments and instructions to staff, and supervise their work performance.
Ability to prepare and supervise the preparation of clear, sound, and accurate reports containing findings, conclusions and recommendations.
Ability to supervise the establishment and maintenance of extensive financial and related records and files.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
