PRINCIPAL ASSISTANT ASSESSOR
DEFINITION:
Under direction, supervises an assessment unit performing highly
responsible and complex work in establishing a system of valuations
for a designated area; performs other related duties as required.

EXAMPLES OF WORK:
Supervises the appraisals of real estate and special properties.
Supervises the inspections and appraisals of real estate on appeal before
the County Tax Board or State Board of Tax Appeals according to the
techniques recommended by the American Institute of Real Estate
Appraisers.
Supervises inspections for new construction, appraisals of new buildings,
additional construction for assessing purposes, and demolition.
Gives assignments and instructions to assigned employees.
Supervises the collection and analysis of data used for assessments.
May provide testimony before county and state boards.
Answers complex inquiries relating to assessments.
Prepares reports and correspondence.
Supervises the work operations and/or functional programs and is
responsible for effectively recommending the hiring, firing, promoting,
demoting, and/or disciplining of employees.
Will be required to learn how to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EXPERIENCE:
Three (3) years of experience assessing or appraising residential,
commercial, and/or industrial real property.
LICENSE:
NOTE: Appointees may be required to possess and maintain valid
certification as a Certified Tax Assessor (CTA) issued by the New Jersey
Department of the Treasury, Division of Taxation and Property Administration.
The responsibility of certification verification rests with the appointing authority.
Appointees will be required to possess a driver’s license valid in New Jersey
only if the operation of a vehicle, rather than employee mobility, is necessary
to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the New Jersey State and municipal laws, rules, regulations,
policies, and procedures regarding tax assessments.
Knowledge of accepted methods of property appraisals.
Knowledge of the form and content of building plans.
Knowledge of the methods used to collect and analyze data.
Ability to analyze and interpret applicable laws and regulations and apply
them to specific situations.
Ability to supervise appraisals of real property.
Ability to testify before county and state boards.
Ability to provide assignments and instructions to lower level employees.
Ability to prepare reports and correspondence.
Ability to supervise the preparation and maintenance of essential records
and files.
Ability to supervise work operations and/or functional programs and
effectively recommend the hiring, firing, promoting, demoting, and/or
disciplining of employees.
Ability to learn how to utilize various types of electronic and/or manual
recording and information systems used by the agency, office, or related
units.
Ability to read, write, speak, understand, and communicate in English
sufficiently to perform duties of this position. American Sign Language
or Braille may also be considered as acceptable forms of communication.
