ROAD REPAIR SUPERINTENDENT
DEFINITION
Under direction, has charge of and directs staff engaged in the
maintenance, repair, resurfacing, and/or construction of roads,
and/or staff responsible for the installation and maintenance of
traffic lines and traffic signs; directs and oversees the maintenance
of grounds; does related duties as required.

EXAMPLES OF WORK:
Executes plans for effective utilization of available funds,
personnel, equipment, materials, and supplies.
Organizes and develops work programs for varied functions
of the department.
Directs and oversees a group of employees engaged in work
involving the construction, maintenance, and repair of roads.
Investigates complaints and takes proper action to see that
needed repairs are made with a minimum of delay.
Assigns workers and equipment to various projects.
Oversees the preparation of work schedules.
Inspects project progress and gives advice and assistance
when difficult and unusual problems arise.
Inspects and checks completed work to ensure proper road
repair and maintenance procedures are followed.
Directs and oversees the grading of roads and location and
installation of curbs.
Oversees the storing, safeguarding, and use of equipment,
materials, and supplies.
Prepares and maintains reports.
Oversees the preparation of snow plowing schedules, directs
the operation of snow removal and the spreading of sand and
salt on icy roads.
Establishes and maintains records and files.
Directs the resurfacing and widening of roads, and the repair
and maintenance of associated manholes, catch basins, culverts,
and drainage systems.
Attends meetings of the governing body, citizen groups, and/or
other interested parties to explain plans and activities of the
department.
Prepares preliminary budget indicating anticipated needs.
Presents proposed budgets and activity reports and plans for
future activities to higher levels of management or to members
of the governing body.
Confers with vendors and orders equipment, materials, and
supplies.
Sets up construction quality and work performance standards.
Enforces safety procedures.
Acts as a coordinator on contracts administered under the street
repair program.
Has charge of the grading of streets, the location and installation
of curbs and the construction of driveways.
Receives and responds to complaints regarding road repair and
maintenance issues.
Manages the work operations and/or functional programs, and
has responsibility for employee evaluations and for effectively
recommending the hiring, firing, promoting, demoting, and/or
disciplining of employees.
May prepare specifications for supplies and equipment.
May prepare reports, charts, graphs and sketches.
Maintains essential records and files which may include project
plans and status reports.
Will be required to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office or related units.
REQUIREMENTS:
EXPERIENCE:
Five (5) years of experience in work involving the construction,
repair, and maintenance of roads or streets which may have
included work involving the installation and maintenance of traffic
lines and traffic signs, three (3) years of which shall have been in
a supervisory capacity.
LICENSE:
Appointees will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.
Appointees may be required to possess a valid Commercial
Driver's License (CDL) and applicable endorsements for the
class and type of vehicle being operated.
NOTE: The responsibility for ensuring that employees possess
the required motor vehicle license, commensurate with the class
and type of vehicles they operate, rests with the Appointing
Authority.
KNOWLEDGE AND ABILITIES:
Knowledge of problems, procedures, and methods used in
developing a suitable work program and work procedures
relating to the construction, maintenance, and repair of roads.
Knowledge of supervisory techniques.
Knowledge of methods used in obtaining, storing, safeguarding,
distributing, and supervising use of equipment, materials, and
supplies.
Knowledge of problems involved in the establishment and
maintenance of personnel, financial, equipment, and other records.
Ability to identify and rectify problems relating to the construction,
maintenance, and repair of roads.
Ability to organize assigned work and develop effective work
methods.
Ability to analyze, comprehend, and interpret financial, personnel,
and technical problems involved in the development and execution
of the work program.
Ability to formulate needed operating procedures.
Ability to give assignments and instructions to staff and supervise
the performance of their work.
Ability to see that reasonable standards of workmanship and output
are maintained, and that desired objectives are achieved.
Ability to work harmoniously with associates and with other groups
and individuals engaged in or concerned with construction,
maintenance, and repair of roads.
Ability to prepare reports.
Ability to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in
English sufficiently to perform duties of this position. American
Sign Language or Braille may also be considered as acceptable
forms of communication.
