Job Specification

SENIOR ACCOUNTING PROCEDURES ANALYST  

DEFINITION:

Under direction of the Chief Accounting Procedures Analyst or other supervisor, performs the more difficult and responsible technical work involved in reviewing the accounting systems and procedures of an agency, department, or jurisdiction and in making recommendations for the improvement of these procedures and systems; takes the lead over Accounting Procedures Analysts; does other related duties as required.

EXAMPLES OF WORK:

Reviews current accounting systems and procedures and analyzes and evaluates their effectiveness.

Reviews adequacy of accounting control.

Develops improved office procedures.

Prepares comprehensive reports and recommendations.

Counsels departmental employees as to the techniques involved in the implementation of new and/or revised accounting procedures.

Makes comprehensive studies of other organizational and administrative operations as they pertain to accounting procedures.

Reviews current revenue collection methods for adequacy.

Studies forms for standardization, improvement, and elimination of unnecessary parts.

Confers with forms analyst in order to devise new forms.

Conducts research studies into fiscal record control techniques employed by other municipalities, public utilities, and other large-scale organizations and adopts these techniques in the development of improved accounting systems and procedures.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional accounting or auditing experience , one (1) year of which shall have been in the development and analysis of accounting methods and procedures, including or supplemented by twenty-one (21) semester credit hours in professional accounting courses.

OR:

Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in professional accounting courses; and three (3) year of the above-mentioned professional experience; one (1) year of which shall have been in the development and analysis of accounting methods and procedures.

OR:

Possession of a valid certificate as a Registered Municipal Accountant or Certified Public Accountant issued by the New Jersey State Board of Certified Public Accountants, or as a Certified Municipal Finance Officer issued by the New Jersey Department of Community Affairs, Division of Local Government Services, and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in the development and analysis of accounting methods and procedures.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range of depth of specialized knowledge of the profession's principles, concepts, theories, and practices, and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the principles and procedures used in the development and installation of accounting systems.

Knowledge of the specialty systems used in such fields as machine accounting, forms control, records management, work measurement and simplification, and their application to accounting functions.

Knowledge of the standards, approaches, and methods of modern management and their application to management problems in the accounting field.

Knowledge of governmental accounting.

Knowledge of the principles, practices, and procedures for analyzing and evaluating accounting procedures and systems.

Ability to develop and install standard and special accounting methods, procedures, forms, and records.

Ability to analyze and comprehend difficult organizational and procedural problems and to make cogent recommendations as they pertain to fiscal administration.

Ability to prepare and interpret financial reports.

Ability to edit, organize, and present, oral and written reports containing findings and recommendations.

Ability to establish and maintain effective working relationships with associates and to take the lead over subordinate analysts.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
