SENIOR ELECTRICAL INSPECTOR

DEFINITION

Under direction takes the lead and reviews plans and performs electrical inspection work involved in the enforcement of the State Uniform Construction Code, the electrical subcode, and regulations adopted pursuant to the Uniform Construction Code Act; does other related duties.

EXAMPLES OF WORK

Reviews, examines and approves plans and specifications for electrical work to ensure compliance with the electrical subcode of the State Uniform Construction Code.

Takes the lead in the inspection and evaluation of electrical work in construction projects to ensure all work conforms to requirements of the approved plans and regulations of State Uniform Construction Code.

Takes the lead in the inspection of electrical installations in existing buildings to ensure that they meet the minimum safety standards incorporated in the regulations of the State Uniform Construction Code.

Determines the cause and takes action to correct violations of the electrical or energy subcodes.

Provides assignments and instructions to Electrical Inspectors.

Provides testimony in court cases.

Prepares recommendations regarding temporary and final certificates of occupancy.

Prepares reports.

Establishes and maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS

LICENSE

Applicants must possess a valid Electrical Inspector Industrial and Commercial Specialist (ICS) or Electrical Inspector High-rise and Hazardous Specialist (HHS) code enforcement license as appropriate, issued by the New Jersey Department of Community Affairs.

EXPERIENCE

One (1) year of experience in construction code enforcement involving the review and approval of plans of the appropriate class for electrical construction and renovation work or, in conducting electrical inspections to determine compliance with the State Uniform Construction Code.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES

Industrial and Commercial Specialist (ICS)

Knowledge of the techniques used to conduct inspections of electrical appliances and installations.

Knowledge of proper wiring, installation procedures, voltage and amperage used in different classes of structures.

Knowledge of electrical service sizing and design to ensure adequate electrical service.

Knowledge of branch circuit and feeder design including conductor sizing and over-current protection requirements for various types of circuits including general lighting and power, appliance and motor circuits, and switchboard and panelboard systems.

Knowledge of requirements for special fixtures, methods, and devices required by the code in particular circumstances.

Knowledge of the organization and content of the State Uniform Construction Code.

Knowledge of electrical subcode background, purpose, history, place in local government structure, and relation to construction code enforcement programs at other levels of government.

Knowledge of basic classification of structures into class categories.

Knowledge of methods of systematic plans analysis.

Knowledge of the information required on plans to ensure compliance with requirements of the code.

Knowledge of material requirements found in the code.

Knowledge of proper installation methods for all approved materials.

Knowledge of basic inspection report writing including the preparation of violation notices and required inspection record keeping.

Ability to analyze and interpret codes pertaining to electrical installations.

Ability to prepare electrical plans and specifications.

Ability to review working plans and specifications prepared by others for accuracy and conformity.

Ability to work harmoniously with property owners, private contractors, and others.

Ability to conduct thorough electrical investigations and inspections.

Ability to issue electrical work permits.

Ability to prepare clear, sound, accurate, and informative reports of investigations containing findings, conclusions, and recommendations.

Ability to take the lead over electrical inspectors.

High-rise and Hazardous Specialist (HHS)

The HHs license requires the same knowledge and abilities as an ICS license and includes knowledge of advanced electrical system design.

Knowledge of procedures and methods necessary to check design, material, and installation practices for the more complex systems which characterize high-rise and hazardous structures, with particular attention to the hazardous use identified in Article Four of the building subcode and the hazardous locations identified in the electrical subcode.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
