SENIOR FIELD REPRESENTATIVE COUNTY BOARD OF TAXATION

DEFINITION

Under direction takes the lead over employees and/or performs the more difficult tasks in conducting investigations of real estate for the purpose of developing sales ration data, abstracting cuts from deed transactions; computation of sales ration information; maintaining tax maps and preparing statistics; does related work as required.

EXAMPLES OF WORK

Reviews sales transactions as they are recorded in the County Clerk’s office to verify validity of the information.

Reviews deeds against assessment books and tax maps to see what properties are involved in sales, the value, buyer and seller, description of property, reads, meets and bounds to see if they correspond to block and lot of tax maps.

Ensures that tax duplicates are filed.

Computes ratio for sales of property to determine ratio of sale price to assessed value.

As a result of appeals to County Tax Board concerning yearly assessment or reevaluation, conducts investigations of properties to verify what is in dispute.

Performs the more difficult inspections and/or supervises the conduct of inspections.

May take photographs in conjunction with investigations and prepares verbal and written reports to Tax Board.

May attend tax appeal hearings to provide testimony on the property in question.

May assist local tax assessors.

May initiate field or telephone investigations if ratio on sales transactions appear too high and which may require contact with attorneys and local tax assessors.

May review yearly tax book for incorrect totals and may make changes.

May coordinate, assign and review work of subordinates.

Supervises and maintains records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS

EXPERIENCE

Three (3) years of experience in the field of tax assessing, real estate appraisal and/or related work.

LICENSE

Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of the rules, regulations and policies concerning tax matters.

Knowledge of the methods used in recording Property and Real Estate sales transactions.

Knowledge of tax information.

Knowledge of the methods used in computing sales ratios.

Knowledge of the methods used in conducting investigations for tax appraisal or assessment purposes.

Ability to provide assignments and instructions to employees and supervise their work performance.

Ability to read and interpret laws, rules and regulations and apply them in tax investigations.

Ability to establish and maintain cooperative working relationships with coworkers and others.

Ability to prepare reports.

Ability to read and interpret deeds, tax maps and other assessment materials.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
