Job Specification

SUPERINTENDENT OF WATER DISTRIBUTION 

DEFINITION: 

Under direction has charge of and supervises the work and staff  involved 
in the maintenance, repair and operation of the mains, valves, pipes, 
hydrants and pumps of the water distribution system; does related work 
as required.

NOTE:  The examples of work for this title are for illustrative purposes only.

EXAMPLES OF WORK:  

Supervises the work and staff involved in the maintenance, repair and 
operation of the mains, valves, pipes, hydrants and pumps of the water 
distribution system.

Inspects all water distribution installations. 

Plans, organizes and supervises the repair, inspection and installation 
of water meters, hydrants and mains.

Has charge of the operation of pressure reducing valves.

Assists in the planning of pipe laying projects.

Approves the requisition of materials and supplies. 

Supervises the work operations and/or functional programs and 
has responsibility for employee evaluations and for effectively 
recommending the hiring, firing, promoting, demoting and/or 
disciplining of employees.

Prepares and supervises the preparation of detailed and accurate 
statistical and technical reports. 

Supervises the establishment and maintenance of records and files.

Will be required to learn to utilize various types of electronic and/or 
manual recording and information systems used by the agency,
office, or related units.

REQUIREMENTS

EXPERIENCE:

Four years of supervisory experience in work involving the maintenance 
and repair of a water distribution system, including large water mains 
and pipes.

LICENSE:

Appointees will be required to possess a driver's license valid in
New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of the problems and approved procedures involved in 
maintaining a municipal water distribution system.

Knowledge of the maintenance and repair of water mains, pipes, 
meters, hydrants and pumps. 

Knowledge of the methods used to ensure adherence to procedures 
and standards of workmanship. 

Knowledge of the methods used in obtaining supplies and equipment to 
be used in the repair and maintenance of the water distribution system. 

Knowledge of the methods and procedures used in the inspection of 
water mains and pipes.  

Knowledge of the methods used in the preparation of yearly estimates 
of the personnel, equipment, materials, and supplies needed or the work 
of the water distribution division.

Ability to analyze water distribution maintenance and repair problems.

Ability to organize assigned work and develop effective work methods 
and programs.

Ability to give suitable assignments, instruction and guidance to 
subordinates and supervise their work. 

Ability to work harmoniously with associates, subordinates, and others 
concerned with water distribution system maintenance and repair work.

Ability to effectively handle difficult or controversial matters. 

Ability to assess the work of subordinates to ensure adherence to 
procedures and standards of workmanship.

Ability to make inspections and take appropriate remedial action when 
problems arise. 

Ability to obtain, store, safeguard, and supervise the use of equipment, 
materials, and supplies. 

Ability to prepare clear, sound, accurate, informative reports containing 
findings, conclusions, and recommendations.

Ability to supervise the establishment and maintenance of records 
and files.

Ability to utilize various types of electronic and/or manual recording
and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in 
English sufficiently to perform duties of this position.  American 
Sign Language or Braille may also be considered as acceptable 
forms of communication.
