Job Specification

TRAINING COORDINATOR  

DEFINITION:

Under direction plans, organizes, and directs inservice training programs and the employee awards program; does other related duties as required.

EXAMPLES OF WORK:

Determines need for, prepares materials, and conducts inservice training and employee awards programs.

Takes the lead in planning/organizing/directing work of the unit concerning employee relations and inservice training activities.

Develops a work program.

Gives assignments/instructions and supervises work of others.

Establishes and maintains close cooperative work relationships with all departments/divisions.

Serves as consultant/advisor in employee relations activities and inservice training.

Prepares detailed correspondence, and develops factual and financial reports for inservice training and employee awards programs.

Develops a public relations program and prepares news releases, employee pamphlets, posters, and so forth.

Develops and prepares research activities for inservice training and awards programs.

Promotes, interprets, and explains programs to management, employees, and the community.

Provides assistance/advice in related personnel matters.

Conducts field investigations on personnel matters.

Prepares position specifications.

Conducts salary surveys.

Provides assistance to employees in pension and social security procedures.

Interprets personnel rules/regulations.

Supervises technical/clerical work involved in enrolling employees in and processing medical/health insurance plan claims.

Prepares reports.

Maintains records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professinal experience in work involving the determination of training needs, development of training plans and materials, and the conduct of orientation, inservice, refresher, and other types of training courses.

OR

Possession of a bachelor's degree from an accredited college or university, and two (2) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.

LICENSE

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of public personnel administration.

Knowledge of problems encountered in analyzing municipal personnel matters and in developing a work program and working procedures.

Knowledge of theory, practices, and procedures of personnel and public administration.

Knowledge of problems encountered in maintaining liaison relating to personnel activities including the maintenance of classification and pay plans.

Knowledge of the preparation of service ratings and other personnel matters.

Knowledge of the working relationships which should be established/maintained among municipal employees, officials, and others having an interest in the work of the unit and other principles underlying the furtherance of the Merit System.

Knowledge of the means of providing an effective public relations program.

Knowledge of methods used in securing/maintaining an interest in public employment.

Knowledge of methods used in making public addresses to groups of employees, employers, and taxpayers, and to members of varied civic organizations.

Ability to organize assigned technical tasks and develop effective work methods.

Ability to comprehend and interpret basic law and regulations.

Ability to talk with employees and public officials.

Ability to prepare detailed correspondence.

Ability to prepare clear, sound, accurate, and informative statistical and other reports on personnel transactions/problems containing findings, conclusions, and recommendations.

Ability to maintain records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
