Job Specification

ASSISTANT DIRECTOR PARKS AND RECREATION  

DEFINITION:

Under the direction of the Director Parks and Recreation or the organizational equivalent, assists in the planning, coordinating, managing and directing of park and recreation functions, programs and staff for the jurisdiction; does other related work.

EXAMPLES OF WORK:

Establishes priorities in the functional areas and work programs.

Participates in the preparation of annual capital improvements budget and maintains records of expenditures.

May conduct studies on park and recreation programs; determines community recreation needs.

Implements the policies of the parks and recreation board or other authority responsible for community recreation.

Plans, promotes, organizes and administers a comprehensive recreation and parks maintenance program for the jurisdiction.

Oversees the work of subordinate supervisors engaged in the supervision of parks and recreations programs.

Monitors the effectiveness of the recreation service and the park maintenance program; implements changes as required.

Establishes and maintains cooperative planning and working relationships with other local community agencies and interested individuals.

Participates in the acquisition, design, and operation of recreation facilities and the arrangements for their proper maintenance and operation.

Develops and implements methods to promote public interest in parks and recreation activities.

May direct the planning and supervision of a variety of maintenance and repair programs for parks and recreation facilities.

Provides assignments and instructions to assigned employees.

Develops work schedules and procedures.

Recommends and implements policies and procedures for visitor safety.

May oversee the work of subordinate supervisors engaged in maintaining and/or repairing and/or installing roads, paths, walks, drainage equipment, lawns, play fields and fences.

May oversee the work of subordinate supervisors engaged in grading grass plots, sowing grass seed, weeding and mowing lawns, pruning and spraying trees, trimming shrubbery, planting and caring for flowers, cutting hedges, painting and making repairs to benches and other park and playground equipment, lining sport fields, caring for rest rooms, and sweeping and cleaning walks and paths.

May oversee the proper use and care of needed equipment, materials and supplies.

Assists the Director Park & Recreation in maintaining records of personnel, equipment, materials, and work.

Supervises the establishment and maintenance of essential records and files.

Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional experience in planning, promoting, organizing and/or administering a comprehensive recreation program for community, including the maintenance of parks, playgrounds or other recreational facilities, four (4) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional supervisory experience.

OR

Possession of a Master's degree in Recreation or in Parks and Recreation Management from an accredited college or university; and three (3) years of the above-mentioned professional supervisory experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees may be required to possess valid certification as a Recreation Administrator issued by the New Jersey Board of Recreation Examiners.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the methods used to plan, organize and coordinate a parks and recreation program.

Knowledge of parks and recreation theory and activities.

Knowledge of the techniques involved in preparing budget estimates.

Knowledge of management principles and techniques.

Ability to organize, develop and coordinate the recreation and parks maintenance activities of the jurisdiction.

Ability to identify community recreation needs.

Ability to provide suitable assignments and instruction to subordinates and supervise their work.

Ability to develop and implement methods to promote public interest in parks and recreation activities.

Ability to establish and maintain cooperative relationships with the local governing authorities, interested in agencies and individuals.

Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations

Ability to supervise the establishment and maintenance of essential records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
