ASSISTANT SUPERVISOR OF BILLING AND COLLECTING
DEFINITION
Under direction, assists in supervising and performs the highly
responsible tasks involved in the development and maintenance of
the clerical billing, in accordance with established rules,
regulations, policies, and procedure; maintains financial and
diversified records; assists in supervising the preparation of
payrolls for the agency/department; may supervise staff
responsible for meter reading or machine inspection operation in
a utility department; does other related duties.

EXAMPLES OF WORK:
Organizes assigned supervisory and other work and develops
effective work methods.
Supervises clerical operations involved in the billing and
collecting of agency charges.
Computes agency charges and interprets the rules, regulations,
policies, and assessing and billing procedures to that part of
the public that is interested or concerned with same.
May supervise meter reading and machine inspection operations in
a utility department.
May schedule meter reader's routes and work.
Assigns tasks, and guides, instructs, and participates in the
work of staff.
Receives, reviews, and resolves complaints.
Purchases office supplies and prepares the annual office budget
in conjunction with the supervisor.
Compiles records and information and prepares regular and special
reports.
Prepares and checks vouchers.
Assists in preparing payroll, and maintains related personnel
records.
May serve as custodian of petty cash and postage fund.
Performs cashier's duties when required.
Handles billing and collection correspondence.
Tracks inactive and delinquent accounts.
May enter and track claims on property searches or other claims
to insurance companies.
Assists in relieving the superintendent of office details.
Interviews and transacts routine business with persons who may
call at the office.
Conducts special studies.
Assists in supervising the establishment and maintenance of
records and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the
agency, office, or related units.
REQUIREMENTS:
EXPERIENCE:
Four (4) years of experience in clerical accounting and
maintaining accounts of financial transactions, one (1) year of
which shall have been in a supervisory capacity.
LICENSE:
Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform the essential
duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of procedures and methods used in billing and
collection of agency charges.
Knowledge of procedures used in recording and maintaining
accounts of financial transactions.
Ability to read, interpret, and apply established rules,
regulations, policies, and procedures.
Ability to organize assigned supervisory and other work, and
develop effective work methods.
Ability to prepare clear, sound, accurate, and informative
reports containing findings, conclusions, and recommendations.
Ability to perform mathematic calculations.
Ability to review and resolve complaints.
Ability to track inactive and delinquent accounts.
Ability to provide assignments and instructions to individuals
and groups.
Ability to supervise the establishment and maintenance of records
and files.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered as
acceptable forms of communication.
