Job Specification

SUPERVISOR SENIOR CITIZEN OUTREACH AND REFERRAL PROGRAM  

DEFINITION:

Under direction, supervises the field and office work involved in ascertaining needs of senior citizens and providing them with information particular to the resources and benefits available to meet their needs; does other related duties as required.

EXAMPLES OF WORK:

Develops and implements an outreach and referral program designed for ascertaining needs of senior citizens within the service area.

Provides senior citizens with information particular to the resources and benefits available to meet their needs.

Ascertains needs of senior citizens through the use of interviews, questionnaires, or by other sources.

Analyzes data on needs of senior citizens and addresses these needs within the scope of available resources, programs, or services.

May propose new programs or services where needs of the senior citizens are not met.

Serves as a clearinghouse to refer requests for information about various programs to appropriate agencies.

Generates an awareness of existing programs, services, and benefits available to senior citizens to facilitate the use of these services.

Gathers information regarding existing programs and the size, need, purpose, and available facilities for requested or proposed programs.

Recruits volunteer workers for the program.

Oversees and participates in training of volunteer and paid employees in the program.

Interviews senior citizens concerning problems of the aged.

Maintains contact with clients who have ongoing needs.

Answers questions on Social Security benefits, Medicare, Medicaid, welfare, food stamps, and other programs providing assistance for senior citizens.

Provides assistance to senior citizens in making application for benefits, programs, and services provided for senior citizens by government agencies.

Investigates unusual problems by telephone or field contracts.

Analyses and reviews potential and current problems of clients and proposes possible solutions.

Maintains liaison with senior citizen clubs, religious and civic groups, and organizations or individuals working with the elderly.

Refers individuals to appropriate agencies for guidance and assistance, and follows up on individual cases to ensure that appropriate assistance has been rendered.

Prepares accurate and informative reports containing findings, conclusions, and recommendations.

Writes articles for news releases on new or existing services available to senior citizens.

Supervises volunteer and paid employees within the program.

May assist in the preparation of the budget for the program.

Works with other government agencies, civic, welfare, and community organizations to promote greater participation in senior citizen programs.

Attends conferences and seminars to gather and share information relevant to the elderly.

Oversees the maintaining of records and files.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in work involving counseling or assisting senior citizens with matters involving their welfare.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of problems of the aged.

Knowledge of the collection, preparation, editing, and distribution of information.

Knowledge of methods likely to be effective in securing active good will and cooperation of civic, business, and other agencies.

Knowledge of methods used in preparing releases for newspapers.

Knowledge of methods used in preparing reports.

Knowledge of methods used in maintaining records and files.

Knowledge of public and private agencies and programs designed to render assistance to senior citizens.

Ability to supervise subordinate employees or volunteer workers.

Ability to collect, analyze, and interpret sociological data.

Ability to express thoughts clearly in conversation.

Ability to prepare various types of copies and newspaper releases.

Ability to give talks before groups of people and to promote cooperation with the aims of the program.

Ability to work harmoniously with associates and other individuals.

Ability to prepare clear, sound, accurate information.

Ability to maintain records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
