 COUNTY CRITICAL INFRASTRUCTURE COORDINATOR

 UNCLASSIFIED

 DEFINITION 

 Under the direction of the Counter-Terrorism Coordinator in
 the County Prosecutor's Office, conducts analytical investigations on
 highly sensitive/classified information; performs activities to
 identify and protect critical infrastructure and key assets within the
 county in accordance with defined guidelines set forth by county,
 state, and federal government, and the state of New Jersey Office of
 Counter-Terrorism (OCT) in compliance with the Federal Department of
 Homeland Security Standards and Applications; does other related
 duties.

 NOTE: The examples of work for this title are for illustrative

 EXAMPLES OF WORK:

 Meets and shares information to maintain open lines of communication
 between county counter-terrorism coordinators, Office of Emergency
 Management (OEM) coordinators, and critical infrastructure corporate
 security.

 Maintain open lines of communication and updated point of contact
 lists for hotels/motels, storage facilities, car rental agencies, and
 general aviation facilities, and special events lists, within the
 jurisdiction.

 Directs and institutes target hardening technologies and security
 procedures "outside the fence" to gather perimeter probing
 intelligence and to reduce manpower requirements for force protection
 details, in conjunction with the OCT, the counter- terrorism
 coordinator, municipal law enforcement agencies, and private security
 personnel.

 Assists with the development and direction of a countywide Rapid
 Deployment Plan for force protection of critical infrastructure within
 the jurisdiction at the direction of the OCT and the county
 counter-terrorism coordinator.

 Assists the OCT and the counter-terrorism coordinator in developing
 workshops for all segments of law enforcement within the county and
 private security forces in Force Protection Plans and Buffer Zone
 Protection Planning, utilizing all segments of law enforcement within
 the state as needed.

 Maintains an accurate list of critical infrastructure and key assets
 utilizing the Federal Department of Homeland Security (DHS) and OCT
 criteria, in conjunction with municipal law enforcement officers.

 Ensures that an accurate list of critical infrastructure and key
 assets is provided to OCT/DHS, in conjunction with the counter-
 terrorism coordinator.

 Maintains a current list of special events with the expected
 attendance of 30,000 or more.

 Assists the counter-terrorism coordinator with deploying "Force
 Protection" and "Buffer Zone" plans based upon current intelligence,
 knowledge of critical infrastructure, knowledge of special events, or
 a shift in the Federal DHS Homeland Security Advisory System, in
 conjunction with the OCT.

 Ensures that all data is entered into the various databases and
 secured info-banks.

 Ensures that Site Profiler data is accurate and current to include
 aerial photos, purpose of criticality, and reports of all suspicious
 activity related to the various sectors of critical infrastructure, in
 conjunction with the OCT's critical infrastructure section and the
 proposed State Protective Security Measures Team.

 Will be required to learn to utilize various types of electronic
 and/or manual recording and information systems used by the agency,
 office or related units.

 REQUIREMENTS:

 EDUCATION:

 Graduation from an accredited college or university with a
 Bachelor's degree.

 EXPERIENCE:

 Two (2) years of experience in a law enforcement agency,
 government research center, private security corporation or the
 military service conducting tactical operations and performing
 vulnerability and risk assessment studies in concert with the
 development and implementation of protection plans and identified
 buffer zone areas for catastrophic disasters or events.

 NOTE: Applicants who do not possess the required education may
 substitute additional experience on a year for year basis.

 LICENSE: Appointees will be required to possess a driver's
 license valid in New Jersey only if the operation of a vehicle, rather
 than employee mobility, is necessary to perform the essential duties
 of the position.

 KNOWLEDGE AND ABILITIES:

 Knowledge of the operations, organization, and functions of law
 enforcement organizations.

 Knowledge of the methods used to collect and analyze data.

 Knowledge of the methods used to conduct risk assessments.

 Knowledge of the factors to be considered in the preparation of
 feasible and realistic force protection plans.

 Knowledge of the methods used to identify critical infrastructure and
 key assets.

 Ability to establish and maintain cooperative working relationships
 with federal, state, county, and municipal law enforcement entities in
 New Jersey.

 Ability to assemble and analyze data related to the identification of
 critical infrastructure.

 Ability to comprehend, interpret, and apply regulations, procedures
 and related critical infrastructure information.

 Ability to understand and facilitate the implementation of strategies,
 budgets, and spending plans required by Federal and State grants that
 relate to the protection of critical infrastructures as directed by
 the Office of Counter-Terrorism and the Federal Department of Homeland
 Security.

 Ability to direct, coordinate and complete State OCT and Federal DHS
 projects and studies.

 Ability to direct and assist in the preparation and implementation of
 Buffer Zone Force Protection Plans and target hardening strategies in
 and around critical infrastructures and key assets.

 Ability to communicate with officials and groups, and to interpret the
 meaning of individual Operational Plans.

 Ability to prepare correspondence and reports.

 Ability to maintain essential records, reports, maps, plans, and
 files.

 Ability to learn to utilize various types of electronic and/or manual
 recording and information systems used by the agency, office or
 related units.

 Ability to read, write, speak, understand, or communicate in English
 sufficiently to perform the duties of this position. American Sign
 Language or Braille may also be considered as acceptable forms of
 communications.
