SENIOR PERSONNEL ASSISTANT DEFINITION:
Under direction, is responsible for a broad range of duties in personnel administration which may include recruitment, program and training activities, employee relations, and similar designated personnel activities; may be assigned overall responsibility within the unit for a particular designated personnel function; does other related duties as required.

EXAMPLES OF WORK:
Conducts surveys and studies of the personnel operation, sometimes assisted by others, with overall responsibility for reporting conclusions and making recommendations.
Maintains or oversees the maintenance of personnel record-keeping operations.
Conducts applicant interviews to determine suitability of applicant for a position.
Conducts exit interviews to ascertain the reasons for employee leaving, and to advise employee of various benefits or rights such as pension or unemployment which may be available to them.
Conducts statistical and other studies to ascertain for EEO purposes the actual make-up of the work force.
Provides information to operating supervisors regarding employee classifications, evaluations, or other personnel matters.
Completes, reviews, and approves personnel forms and other reports relating to appointments, leaves, resignations, transfers, promotions, reclassifications, and other transactions.
Plans and conducts orientation and inservice training sessions.
Trains and guides lower level assistants, aides, or trainees.
May oversee the preparation, from a technical standpoint, of regular and supplementary payrolls.
Recruits or assists in the recruiting of employees using available newspapers and other facilities.
Receives complaints from employees, and whenever possible sees that these are equitably adjusted after review.
Conducts confidential investigations and writes reports.
Handles delegated disciplinary problems in accord with established procedures.
May assist in carrying on an active program of internal personnel administration by making assigned personnel studies and other surveys.
Gathers factual information for use in reviewing requests for new titles, new positions, new or revised salary ranges, and budget requests, arranges same in appropriate format, and collects such additional information as may be required.
May promote safety and voluntary contribution programs applicable to the personnel of the jurisdiction.
Prepares letters, memoranda, and other types of correspondence in accord with established procedures.
Provides information by letter, in person, or over the telephone in response to inquiries regarding personnel matters.
Reviews salary and wage portions of the annual budget to verify accuracy.
Prepares written reports on personnel matters containing findings, conclusions, and recommendations.
Maintains records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience in personnel work.
OR
Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
OR
Possession of a master's degree in Personnel Administration or other related field from an accredited college or university; and one (1) year of the above-mentioned professional experience.
NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of and familiarity with rules, regulations, policies, programs, standards, and procedures of personnel administration after a period of training.
Knowledge of and familiarity with survey methods and techniques, and the evaluation of survey findings.
Knowledge of statistical theories, methods, and procedures including the presentation of data in tabular or graphic form.
Knowledge of interviewing techniques and of the problems implicit in the recruitment of employees.
Knowledge of problems involved and procedures used in developing and administering training programs of varied types.
Knowledge of methods, procedures, and formats used in preparing reports of various types, containing findings, conclusions, and recommendation.
Knowledge of payroll procedures.
Ability to organize and to assist in carrying on a program of personnel administration.
Ability to comprehend, interpret, and apply basic laws, rules, and regulations to specific situations.
Ability to gather information required for the preparation of reports, surveys, and class specifications.
Ability to handle routine and sometimes more complex matters concerning personnel administration under a minimum of direct supervision.
Ability to prepare and maintain personnel records.
Ability to comprehend and prepare and interpret budgets and budget procedures.
Ability to take and maintain a firm and correct stand when differences of opinion and interpretation arise and to work harmoniously with associates and superiors.
Ability to review statistical and other summaries and make critical summations thereof.
Ability to carry out orientation and inservice training programs.
Ability to write procedural instructions, to prepare statistical analyses and other data in tabular, graphic, or report form, and to make classification, organization, wage, and/or salary studies and surveys.
Ability to prepare correspondence.

Ability to acquire knowledge of laws, rules, and regulations governing personnel administration.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
