CHIEF LOAN ADVISOR
DEFINITION
Under direction, administers, supervises, and coordinates a loan and
grant program for property improvement; does other related duties as
required.

EXAMPLES OF WORK:
Plans, organizes, and assigns work of the organizational unit and
evaluates employee performance and conduct, enabling the effective
recommendation of the hiring, firing, promoting, and disciplining of
subordinates.
Administers daily program operations in accord with guidelines,
regulations, and budgetary limitations or restrictions.
Coordinates activities of employees engaged in various types of loan
assistance programs to rehabilitate housing.
Gives assignments and instructions to employees and supervises the
performance of their work.
Reviews work of loan advisors to ensure that proper procedures are
followed in processing loan or grant applications.
Approves or disapproves applications for loans or grants in aid in
accord with program guidelines and regulations.
Reviews work of inspectors and cost estimators to ensure compliance
with code enforcement guidelines.
Maintains a working relationship with representatives of
federal/state/local agencies involved with existing or proposed
programs for property improvement.
Speaks before civic/church/community groups to inform them of
programs, objectives, and procedures to be followed in applying for
program benefits.
Prepares or oversees preparation of pamphlets and other informational
materials about home loan programs.
Acts as liaison between contractors and homeowners in cases of
dispute.
Is responsible for ensuring proper deposit of trust fund monies.
Maintains or oversees maintenance of records of various financial
accounts of the agency.
Conducts and attends meetings with local governments, state/federal
officials, citizen groups, and housing authorities.
Prepares reports.
Maintains records and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EXPERIENCE:
Five (5) years of experience in the review/approval of
applications for consumer, real estate, and/or commercial loans or
credit, in preparation/processing of loan and/or grant applications,
or in providing financial counseling and credit analysis to grant or
loan applicants.
LICENSE:
Appointees will be required to possess a driver's license valid
in New Jersey only if the operation of a vehicle, rather than employee
mobility, is necessary to perform essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of office methods, practices, routines, policies,
procedures, and regulations relevant to the work of the unit.
Knowledge of criteria, procedures, and methods used in review and
approval/disapproval of applications for government guaranteed loans
or grants in aid.
Knowledge of problems involved in planning/administering details of an
established work program.
Knowledge of problems involved in giving assignments/instructions to
individuals/groups, in supervising performance of their work; in
organizing assigned technical/supervisory work, and in developing
effective work methods.
Knowledge of methods used in composing clear, concise, appropriate
letters in accord with established policies, procedures, and
regulations.
Knowledge of methods used in preparing and supervising preparation of
statistical and other reports containing findings, conclusions, and
recommendations.
Knowledge of methods used in supervising the establishment/maintenance
of reports and files.
Ability to administer a program involving approval/disapproval of
government guaranteed loans or grants in aid.
Ability to comprehend office methods, practices, routines, policies,
procedures, and regulations.
Ability to supervise work and develop effective work methods.
Ability to give assignments/instructions to individuals and groups,
provide them with advice/assistance when difficult/unusual problems
arise, and to check their work to see that proper procedures are
followed, reasonable standards of workmanship/output are maintained,
and desired objectives are achieved.
Ability to perform difficult and technical work of a varied nature.
Ability to work harmoniously with subordinates, associates, superior
officers, and with that portion of the public interested in or
concerned with work of the unit. Ability to plan and revise
procedures/methods.
Ability to compose clear, concise, appropriate letters in accord with

Ability to read, write, speak, understand, and communicate in English
sufficiently to perform duties of this position. American Sign
Language or Braille may also be considered as acceptable forms of
communication.
