Job Specification
DIRECTOR POLICE SCHOOL  

DEFINITION:

Under direction, organizes, supervises, and directs the operation of a police school; does other related duties as required.

EXAMPLES OF WORK:

Makes recommendations to representatives of the governing body regarding improvements in the operation of the school.

Is responsible for development and enforcement of such rules and regulations governing the operation of the school and the conduct of trainees that have been approved by the Police Training Commission.

Complies with all rules and regulations promulgated by the Police Training Commission concerning school operations, instructors, and trainees.

Consults and cooperates with government training schools on all levels for the development of basic, advanced, and inservice training programs to be offered by the school.

Consults and cooperates with colleges, universities, and/or other institutions for the development of police and/or other specialized courses for the training of police officers.

Selects, assigns, and supervises instructors utilized in training programs at the police school.

Checks lesson plans prepared by instructors to see that they comply with the syllabus promulgated by the Police Training Commission.

Recommends to the Police Training Commission that commission certificates be awarded to trainees who have satisfactorily completed courses of training at the school.

Maintains records of training activities and evaluates effectiveness and application of training programs.

Supervises the scheduling of instructors, classes, and drills.

Supervises the installation and maintenance of equipment.

Prepares proposals for the expansion of the training curriculum.

Prepares the annual budget for approval of the governing body.

Coordinates established training courses with programs offered in technical institutes, colleges, and universities.

Carries out police training activities of all types including special training programs.

Represents the school and gives talks before various civic, community, and other organizations.

Prepares clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations.

Maintains all forms of records of the school including but not limited to staff, trainees, inventory, cost, budget, and other records necessary to conducting business of the school.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional experience involved in the determination of police training needs, development of training plans and materials, and the conduct of orientation, inservice, refresher,and other types of police training courses, two (2) years of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience, two (2) years of which shall have been in a supervisory capacity.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of laws of New Jersey as they relate to police matters.

Knowledge of laws, rules, regulations, and procedures promulgated by the New Jersey Police Training Commission governing police training courses.

Knowledge of methods likely to be useful in providing citizens and others with police information, service, and protection.

Knowledge of management principles, practices, methods, and techniques, and of administrative processes.

Knowledge of devices useful in getting people individually and in groups to conform to legal and social requirements.

Knowledge of the types of police communication in the police department.

Knowledge of methods of detecting, apprehending, placing charges against, and prosecuting lawbreakers.

Knowledge of the providing of police protection at places and times when needed and of measures likely to be useful in dealing with juveniles in such a manner as to enlist their support and minimize the types of behavior that lead to juvenile delinquency.

Ability to organize technical and supervisory training work.

Ability to analyze training problems and develop effective work methods.

Ability to diagnose training needs and formulate training programs.

Ability to evaluate existing training activities, formulate training plans and projects, and supervise and take a leading part in the preparation of training courses.

Ability to give advice and assistance concerning the need for specific kinds of training, training plans, training techniques, and use of available training materials.

Ability to establish and maintain cooperative working relationships with public officials, associates, employees, and others.

Ability to prepare and supervise the preparation of clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
