SUPERVISING MUNICIPAL COURT ATTENDANT (05569)
DEFINITION:
Under direction, supervises the work of Municipal Court Attendants, makes assignments, receives
and makes reports, maintains records; does related work as required.
DISTINGUISHING CHARACTERISTICS:
The work of a Supervising Municipal Court Attendant is typically characterized by the following
supervisory responsibilities:
Assigns, direct and review the work of subordinate employees.
Plan and carry out the training and development of employees.
Evaluate employees work performance.
Recommend selection, promotions, status changes, awards, disciplinary actions and separations.
Plan, schedule and coordinate work operations.
Solve problems related to the work and/or workers supervised.
Determine material, equipment and facilities needed.
Explain and gain the support of employees for management policies and goals.
Plan work schedules and sequence of operations on a weekly, project or longer basis to assure an
even flow and distribution of work, the expeditious handling of priority cases and the meeting of
schedules and deadlines.
Revise work schedule to meet changes in workload considering factors such as priorities, peak
loads availability of manpower, time requirement and difficulty of assignments, capabilities of
employees.
Coordinate activities of the unit with representatives of other units regarding matters of work
accomplishment, priorities and procedures.
Make recommendations concerning the maintenance or replacement of equipment and the
maintenance and safety of facilities.
Prepare workload and production reports as necessary and report on highlights of operations and
problems in meeting work schedules to higher level supervisor.
Assign tasks as necessary to provide new employees with the experience and training required to
perform the work.
Explain work requirements, methods and procedures as needed, giving special instructions on
difficult or different operations and answering questions about the work.
Review work in progress or upon completion or spot check work as deemed appropriate in order
to assess and evaluate the quality and quantity of work produced by each employee.
Inform employees about the policies, procedures and practices of management as they relate to
the work of the unit.
Interview candidates for positions in the unit.
Make recommendations to superiors concerning appointments, promotions, reassignments,
transfers, disciplinary actions or other personnel transactions.
Hears and resolves complaints from employees, referring group grievances and the more serious
complaints not resolved to higher level supervisors.
Identify developmental and training needs of employees and make provision for such development
and training.
EXAMPLES OF WORK:
Makes assignments to Municipal Court Attendants as to duties and hours and supervises their
work.
Receives and tabulates all reports submitted by Municipal Court Attendants.
Receives subpoenas, summons and other court papers and assigns officers for their service and
keeps records of such.
Sees that prisoners to be tried, sentenced or arraigned are under proper guard and securely
placed in the prisoner's room for processing.
Conducts daily inspections of all courtrooms.
Prepares daily, monthly and yearly reports.
Maintains records.
Assigns and supervises subordinates engaged in the apprehension, arrest and conviction of
offenders against the law in accordance with State Statute.
Supervises the escorting and guarding of prisoners in a courtroom and the subduing, restraining
and physical removal of unruly individuals from a courtroom.
Supervises the maintenance of security in the courtroom and the protection of persons therein from
an attack, assault or an aggressive act.
REQUIREMENTS:
Experience
Three years of experience in work involving the custody and/or protection of individuals and/or in
maintaining order and security in the courts.
Knowledge
Thorough knowledge of court practices and procedures.
Of the methods which are useful in maintaining order among groups of people.
Of the methods used to prevent escape of persons assigned to the custody of the Court Attendant.
Of the techniques which are most likely to be successful in serving legal papers.
Of the apprehension, arrest, and conviction of offenders against the law.
Ability:
Ability to give suitable assignments and instructions to assigned personnel.
To organize assigned supervisory and other work and develop effective work methods.
To read, analyze, comprehend, interpret and apply to specific cases the laws, rules and regulations
relating to proper service of writs and legal documents and papers.
To give suitable assignments and instruction to individuals and groups.
To note significant facts and conditions from observations.
To remain cool and decisive in unusual circumstances.
To use discretion and independent judgment.
To deal resourcefully with individual cases in such a manner as to enlist the understanding of the
individuals concerned and avoid unnecessary fear and antagonism.
To conform to official and unofficial requirements as to laws, conduct and behavior and to prepare
suitable reports.
To supervise the establishment and maintenance of needed records and files.
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties
of the position. Communication may include such forms as American Sign Language or Braille.
