Job Specification

MATERIAL MANAGEMENT COORDINATOR  

DEFINITION:

Under direction, is responsible for the management and control of goods, services, and equipment, and conducts studies and analyses of the cost, value, product utilization, storage, and distribution of equipment and supplies to contain or reduce operational costs to the organization; does related work as required.

EXAMPLES OF WORK:

Coordinates and prepares all purchase requests for organizational units within the agency or jurisdiction for submission to a centralized purchasing department.

Assembles and channels all purchase specifications and proposal and bid information to a central purchasing unit.

Analyzes planned or scheduled material requirements and forecasts to determine categories and quantities of items as well as funds required.

May develop plans and procedures controlling the analysis of inventory status and excess property reports, prepare disposition instructions, and initiate the distribution of excess property to meet requisitioning demands.

Recommends adjustments of factors controlling the establishment of retention levels on the basis of excess property.

Analyzes internal requisitions or initiates surveys to determine the need for and the utilization of supplies, equipment, or material.

Determines if applicable substitutes may be utilized for less cost without significantly affecting quality.

Reviews costs of material, supplies, and equipment to ensure their purchase is within the agency's budget.

Initiates the procurement of equipment, supplies, and services through the purchasing agent.

Prepares or recommends product specifications.

Oversees the receipt and inventory of materials ordered.

Ensures the ordering of supplies for adequate periods of time only to alleviate unnecessary storage, spoilage, and so forth.

Develops policies and procedures to ensure proper product supply, distribution, and utilization.

Evaluates products and services for quality and cost effectiveness.

Coordinates the storage and distribution of goods and services.

May be assigned as a supervisor over operating sections or units within the agency for the purpose of effectuating economics of operation in the designated areas and periodically evaluating the performance of key supervisory personnel in such units.

Ensures that equipment and supplies are so located as to be quickly available to user personnel.

Develops policies and procedures for processing and reprocessing reusable supplies and material.

Informs administration and management personnel and other appropriate parties of changes in equipment, products, and supply methods.

Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of professional experience involving either: (1) the acquisition, inventory control, distribution, and disposition of goods and equipment and/or (2) the purchasing of supplies, services, and/or equipment through formally advertised bid and/or negotiated procurement procedures with suppliers, for an industrial or commercial establishment or government or health care organization.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of techniques for the acquisition, product utilization, inventory control, storage, distribution, and disposition of goods, services, and equipment.

Knowledge of cost analyses and quality control techniques.

Knowledge of the proper form, content, and preparation of purchase specifications.

Knowledge of the sources and availability of services and supplies, distribution patterns, and pricing technique and structures, and the effects that these factors can have on the contract and procurement process.

Knowledge of the interrelations involved in the acquisition, storage, distribution, utilization, and disposal of goods, services, and equipment.

Ability to analyze, evaluate, develop, advise on, and promote improvements in supply programs, policies, plans, methods, procedures, systems, or techniques.

Ability to plan, develop, install, and administer supply programs and procedures for the utilization, distribution, and disposal of goods, services, and equipment.

Ability to make surveys and studies of supply operations to determine proper application of improved supply methods and techniques.

Ability to provide technical assistance on supply operations to agency personnel.

Ability to develop, install, and advise on overall financial and other management control programs for supply operations for such purposes as controlling operations, determining supply costs, planning and budgeting, and evaluating supply management performance.

Ability to develop, revise, and maintain systems for the inventory and financial management of supplies.

Ability to manage, regulate, coordinate, or otherwise exercise control over supplies, equipment, and other material from acquisition and distribution through consumption, retention, or disposal.

Ability to develop programs, policies, and procedures so that the proper kind, quality, and quantity of supplies and equipment are available at the correct time and place.

Ability to control the distribution or redistribution of stock within the supply system.

Ability to initiate action to dispose of unneeded items.

Ability to manage the physical storage and distribution of material.

Ability to communicate effectively, both orally and in writing.

Ability to meet and deal effectively with others, to coordinate work with them, and to persuade them to adopt recommendations.

Ability to analyze facts, alternatives, and problems independently and to arrive at conclusions which form the basis for decisions and recommendations.

Ability to evaluate alternative methods of solving a problem and to foresee advantages and disadvantages of alternative courses of action.

Ability to establish and maintain effective working relations and to deal with others in a tactful and persuasive manner.

Ability to apply cost analysis and quality control methods and techniques in initiating the purchase of supplies, equipment, and services.

Ability to prepare clear, concise, and technically correct purchase specifications.

Ability to perform the necessary research for determining cost of similar products, interchangeability, and alternatives without significant affect on quality.

Ability to plan, organize, and coordinate the purchase requisition activities of an agency.

Ability to effectively supervise subordinate personnel.

Ability to analyze and utilize storage space for maximum use.

Ability to prepare clear, concise, accurate, and informative reports containing findings, conclusions, and recommendations.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
