DIRECTOR OF SECURITY

 

DEFINITION


 Under   direction,  plans,  develops,  organizes,  directs,   and
 supervises  and  is  responsible for  the  security  program  and
 personnel  for  an  agency  or  jurisdiction  involving  (1)  the
 protection   of  public  property  such  as  schools,  libraries,
 museums, hospitals, housing project, parks, garages, storage  and
 other  public buildings, facilities, and installations from fire,
 theft, vandalism, and illegal and unauthorized entry and (2)  the
 protection  of  persons gathered therein from  harm;  does  other
 related duties as required.

 NOTE: The  examples of work for this title are for illustrative

 all duties performed on the job may not be listed.

 
EXAMPLES OF WORK:


 Establishes,  promotes, develops, and directs  implementation  of
 the  agency  or  jurisdiction security  and  property  protection
 program.

 Supervises  and directs work of the security force, and  develops
 plans/schedules  for guidance of subordinates in meeting  program
 goals,  objectives,  and broad priorities established  by  higher
 levels of management.

 Defines  quality  standards,  internal  instructions,  and   work
 procedures.

 Establishes operational guidelines and coordinates activities  of
 subordinates   in   matters   such  as  organizational   changes,
 performance standards, work review, and reporting requirements.

 Establishes   and  directs,  through  subordinates,   operational
 procedures for security activities, traffic control, guarding and
 patrolling physical property, and investigation of accidents  and
 criminal acts.

 Confers with representatives of management to formulate policies,
 to  determine  need  for  security programs,  and  to  coordinate
 security programs with other activities.

 Confers  with  representatives of   local  government  to  ensure
 cooperation/coordination  between  security  activities  and  law
 enforcement and firefighting agencies.

 Develops and directs maintenance of a staffing system and ensures
 efficient  utilization of available staff  to  provide  effective
 coverage.

 Develops  and  supervises  a  training  program  to  provide  for
 orientation  of  new  employees  and  continued  development   of
 existing employees.

 Develops, supervises, and administers a public relations  program
 designed  to  promote  mutual  understanding  and  trust  between
 security services and members of the population being served, and
 directs development and distribution of materials/information  to
 increase understanding of security objectives.

 Administers and performs all personnel and management  procedures
 within  the  unit in accord with policies established  by  higher
 levels of management.

 Ensures  effective  use  of an intrusion alarm  system  including
 appropriate  responses  to  alarms and  maintenance  of  relevant
 reports, records, and files.


 Supervises  and  directs  full  compliance  with  all   reporting
 requirements established for the security program.

 Supervises  and  directs  investigation  of  any  infractions  of
 rules/regulations by assigned personnel, visitors, patients,  and
 other individuals are investigated and that appropriate action is
 taken.

 Determines need for supplies for the guard force and ensures that
 correct amounts/qualities are ordered.

 Prepares   budgetary   estimates  based  on   previous   budgets,
 anticipated workload, and security needs.

 Reviews  work performance of assigned personnel on the  basis  of
 established   standards   and  utilizing   frequent   unscheduled
 inspection visits during their tour of duty.

 Cooperates  with police, fire, and civil defense  authorities  to
 improve protective services.

 Will  be required to learn to utilize various types of electronic
 and/or  manual  recording and information  systems  used  by  the
 agency, office, or related units.

 REQUIREMENTS:

      EXPERIENCE:

      Five  (5)  years  of  supervisory  experience  in  planning,
 organizing,   and  directing  security  and  protective   service
 activities  involving the protection and security of persons  and
 property.

      LICENSE:

      Appointees  will  be required to possess a driver=s  license
 valid  in  New Jersey only if the operation of a vehicle,  rather
 than  employee mobility, is necessary to perform essential duties
 of the position.

 KNOWLEDGE AND ABILITIES:

 Knowledge   of   security   requirements   established   by   the
 organization after a period of training.

 Knowledge of current internal security problems.

 Knowledge  of  security  regulations,  policies,  and  procedures
 necessary to provide protection to persons and property,  and  to
 prevent theft of property.

 Knowledge of the structure and operations of the organization for
 which  security protection is being provided after  a  period  of
 training.

 Knowledge  of  protective  devices, facilities,  procedures,  and
 methods.

 Knowledge   of   principles,   administration,   practices,   and
 techniques for providing security for persons and property.

 Knowledge  of problems involved in organizing assigned field  and
 office  work and in developing effective work methods  in  accord
 with prescribed procedures.

 Knowledge of regulations, policies, procedures, and standards  of
 the organization after a period of training.

 Knowledge  of   techniques  and  methods  used  in  planning  and
 conducting  studies/surveys  and in  compiling,  organizing,  and
 interpreting resulting data.
 Knowledge  of  the  relationship between  security  services  and
 activities of the public and other agencies and organizations.

 Knowledge of procedures for handling correspondence.

 Knowledge   of   procedures  for  preparing  reports   containing
 findings, conclusions, and recommendations.

 Knowledge of procedures for the establishment and maintenance  of
 records and files.

 Ability to plan, install, direct, and operate a security program.

 Ability  to  develop  procedures,  methods,  and  techniques  for
 protection of persons and property.

 Ability  to  recognize  the  need for and  carry  out  continuing
 improvement of the security program.

 Ability  to  plan  scheduling of staff and  direct  work  of  the
 security force.

 Ability  to  provide  advice  and direction  to  members  of  the
 security force and review their work performance.

 Ability to train and supervise members of the security force  and
 other employees.

 Ability  to  stimulate development and continuation  of  security
 awareness  and  effective application of security  procedures  by
 operating officials and employees.

 Ability  to   analyze and evaluate reports of  investigations  or
 reports which contain conflicting information or evidence.

 Ability   to   prepare  oral  and  written  reports,   decisions,
 conclusions,  and  recommendations that are logically  organized,
 clear, concisely written, and unbiased.

 Ability to conduct interviews to elicit or clarify information.

 Ability to work successfully with others.

 Ability to promote the security program.

 Ability   to  plan  and improve comprehensive  physical  security
 protection  systems and to  inspect and monitor the operation  of
 such systems.

 Ability   to  plan,  direct,  organize,  analyze,  and  interpret
 organizational security problems.

 Ability to develop effective work methods.

 Ability  to  give  instructions  to  assigned  personnel  and  to
 supervise  their  work  performance for  efficiency,  order,  and
 general organization security.

 Ability to maintain harmonious relationships with administrators,
 guards, and other organizational personnel and the police.

 Ability to implement and administer policy directives relevant to
 the program.

 Ability  to learn to utilize various types of electronic  and  or
 manual  recording  and information systems used  by  the  agency,
 office or related units.
 Ability  to  read,  write, speak, understand and  communicate  in
 English  sufficiently  to preform the duties  of  this  position.
 America  Sign  Language  or braille may  also  be  considered  as
 acceptable forms of communication.
