FIELD REPRESENTATIVE NEIGHBORHOOD PRESERVATION PROGRAM DEFINITION:
Under direction, performs the field and office work involved in the development and implementation of rehabilitation and preservation programs of a jurisdiction to revitalize, rehabilitate, preserve, or restore residential, commercial, and noncommercial buildings, and other neighborhood structures and facilities; does related work as required.
EXAMPLES OF WORK:
Participates in a citizen participation program designed to enable homeowners and residents to become knowledgeable of and involved with the planning and implementation of the neighborhood preservation program and the development of program goals and objectives.
Monitors and assures internal record keeping of assigned projects.
Monitors loans and grants issued in the target area and alters the loan formula when necessary.
Identifies additional sources of funding for existing or proposed programs and assists neighborhood groups in developing funding applications.
Assists property owners in securing financing for the purchase and rehabilitation of property by combining various types of loans for approval of lending institutions and issues emergency grants.
Acts as liaison and maintains close rapport with neighborhood groups and public officials.
Prepares public information material.
Prepares required reports.
Establishes and maintains the necessary files.
Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience.
Five (5) years of professional experience involving the implementation and/or development of a community development program or project.
OR
Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.
NOTE:"Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
LICENSE:
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the functions and interrelationships of federal, state, and local governments.
Knowledge of the methods and procedures involved in obtaining federal and state grants.
Knowledge of the objective of federal, state, and local community development programs.
Knowledge of improving housing resources, community services, and public facilities.
Knowledge of compiling and analyzing data for the purpose of writing factual reports.
Knowledge of the methods for rehabilitating and restoring declining neighborhoods.
Ability to establish and maintain cooperative working relationships with federal, state, and local agencies, neighborhood groups, contractors, and other concerned individuals.
Ability to effectively communicate information concerning programs to the public through speeches and preparation of brochures, pamphlets, etc.
Ability to closely monitor expenditures under the grant programs to ensure they do not exceed spending limits, and that funds are being allocated for proper uses.
Ability to prepare clear, sound, accurate, and informative reports.
Ability to establish and maintain accurate financial and other records.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
