Job Specification

PROGRAM DEVELOPMENT SPECIALIST HUMAN RESOURCES  

DEFINITION:

Under direction, develops, designs, and evaluates human resource programs including training addressing the employment needs of disadvantaged or unemployed persons within the jurisdiction involved; does other related duties.

EXAMPLES OF WORK:

Analyzes and interprets statistical information on the employment situation within the jurisdiction.

Makes recommendations in the form of human resource plans to meet employment needs of the jurisdiction.

Prepares and reviews grant proposals to be made for funding of various human resource programs including training.

Evaluates human resource programs within the jurisdiction and prepares reports as to their effectiveness.

Establishes priorities as to target groups to be serviced by human resource programs including training.

Interprets human resource programs, including training, to civic, business, and other interested groups.

Trains new and/or subordinate employees in human resource and training, planning goals, procedures, and techniques.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in the field of personnel administration, employee development, human resource planning, job counseling and placement, or vocational education and training.

OR

Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

OR

Possession of a master's degree in Public Administration, Personnel Management, Vocational Counseling, Business Administration or related field from an accredited college or university.

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of methods, techniques, and procedures involved in the preparation of various human resource programs designed to afford disadvantaged and/or unemployed persons gainful employment or training.

Knowledge of federal or state funding requirements, and procedures of various human resource programs sponsored by both public and private agencies.

Knowledge of methods employed in collecting and analyzing factual information, drawing conclusions, and making recommendations.

Knowledge of individual and community employment problems.

Knowledge of federal and state programs relating to the human resource development field.

Knowledge of current programs offered by foundations and private organizations to deal with community projects in the field of human resources.

Knowledge of methods and procedures used in submitting funding proposals to the federal government and/or private foundations.

Knowledge of socioeconomic and other problems and human resource needs of the community.

Ability to do the research in connection with and to assist in the submission of proposals for projects to assist communities in meeting human resource needs of their population.

Ability to evaluate community needs in the field of human resources.

Ability to analyze and evaluate community resources and available services designed to meet needs of the community.

Ability to assist in the preparation of detailed applications for federal grants.

Ability to collect information and develop plans to meet human resource service needs of the community.

Ability to comprehend and interpret federal, state, and private foundation regulations for submitting applications.

Ability to establish and maintain cooperative work relationships with associates in the department and state and federal agencies involved in human resource or related fields.

Ability to assist in compiling studies and surveys and preparing first draft reports as foundations for assessing community human resource needs.

Ability to prepare official correspondence and clear, technically sound, accurate outlines for reports.

Ability to maintain records and files.

Ability to gather and analyze raw data and present it in meaningful, comprehensive reports.

Ability to organize assigned work and develop effective work methods.

Ability to prepare funding proposals.

Ability to work harmoniously with others.

Ability to establish and maintain records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
