LIBRARIAN 2/TECHNICAL SUPPORT SPECIALIST 2

LIBRARIAN 2

DEFINITION:

Under supervision, provides a variety of library services in one or more functional areas of the library requiring substantial professional knowledge of and experience with librarianship theories, principles, and practices; may take the lead and coordinate work assignments of Librarians 1, and/or paraprofessional/ technical staff; performs related duties as required.

EXAMPLES OF WORK:

Assists patrons in finding desired information or resources and furnishes information on library activities, facilities, and services.

May take the lead over Librarians 1 and/or paraprofessional/technical staff, coordinate assignments, and provide instructions for their completion. 

May be required to perform work in one or more of the following specialized areas: Children’s Services, Technical Services, and/or Reference Services.

Provides research services, answering reference questions of varying difficulty and explaining the use and availability of reference sources in all appropriate formats.

Provides reader services responsive to user needs such as compiling bibliographies and reading lists.

Explains or demonstrates procedures for searching print, electronic and online catalogs, and resources to obtain materials.

Assists public and staff and provides formal training in the effective use of library equipment and electronic resources.

Designs, organizes, and maintains library materials and electronic resources by using appropriate systems of access that are compatible with the needs and styles of learning of the public.

Coordinates and conducts library tours, book talks, film programs, reading clubs, etc. to promote literacy, foster use of library resources, and/or to inform the community and various organizations of available library services.

Determines content and arrangement of library material for displays, exhibits, and special library programs.

Performs original cataloging by assigning classification numbers and descriptive headings according to appropriate systems of access.

Composes publicity releases or program announcements for media, newsletters, or other publications; utilizes social media outlets to promote programs and events.

Attends seminars, meetings, and conferences of professional and technical organizations to keep informed about current and emerging library services and technical developments.

Reviews collections to develop or discard/discontinue as needed; assists in selection and evaluation of resources for delivery in the most appropriate format; may recommend the purchase or rental of library supplies/materials taking into consideration priority needs and budget limitations.

Exchanges ideas, information, and opinions with supervisors to formulate policies, procedures, programs, etc. to provide high quality services.

Mentors Librarians 1 and newer staff members.

Gives talks before groups, organizations, co-workers, and the public.

Participates in professional associations concerned with improving methods and techniques of information services.

May apply for grants and ensures their proper implementation.

Establishes and maintains effective work relationships with community organizations, school groups, library associates, and the general public.

Prepares clear, accurate, and informative narrative and statistical reports.

Maintains files and records.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

EDUCATION:

A Master's degree in Library or Information Sciences in a library program accredited by the American Library Association or from a New Jersey College Master's program in Library Science that has been deemed acceptable by Thomas Edison State University.

EXPERIENCE:

One (1) year of librarian experience.

LICENSE/CERTIFICATION:

Appointees may be required to possess a valid certification as a Professional Librarian issued by Thomas Edison State University.

NOTE: N.J.S.A. 45:8A-3 and N.J.A.C 15:23-2.1(a) state that any library supported in whole or in part by public funds may require, and any library serving any municipality or group of municipalities having a population of 10,000 inhabitants or over shall require that any person employed as a professional librarian shall hold a Professional Librarian’s Certificate.

NOTE: N.J.A.C. 15:23-2.1 (b) states that pursuant to N.J.A.C. 15:21-2.3 and 2.4, a library serving any municipality or group of municipalities having a population of 7,500 inhabitants or over, N.J.S.A. 45:8A-3 notwithstanding, will employ, in all professional librarian positions counted for State Library Aid purposes, librarians holding a New Jersey Professional Librarian's Certificate.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of theories, objectives, principles, and techniques of librarianship.

Knowledge of Library Classification Systems.

Knowledge of form, content, and use of bibliographies and book lists. 

Ability to effectively use social media formats and platforms.

Ability to appropriately organize library materials, including files, books, periodicals, digital media, etc.

Ability to take the lead, determine work to be accomplished, coordinate assignments, and instruct Librarian's 1 and/or other paraprofessional/technical staff in proper methods and techniques to utilize in the performance of their duties.

Ability to conduct library programs such as story hours, book talks, film programs, senior citizen programs, etc.

Ability to remain knowledgeable about library services, activities, and facilities.

TECHNICAL SUPPORT SPECIALIST 2

DEFINITION:

Under general supervision, as a lead worker, provides guidance and direct hands on support for an information technology unit in resolving complex production problems from verbal or written problem reports; consults with, and assists network management and systems programming staff in the diagnosis, and resolution of complex problems; monitors and allocates space on direct access storage devices; uses and guides the use of productivity aids in implementing and maintaining software, applications, and system libraries; OR under general supervision as a lead worker in a client/server environment, provides hardware/software support to end users; installs and guides the installation of hardware and software on servers and/or workstations; receives calls, emails, and tickets at the help desk and handles assigned problems which may include highly complex and/or highly critical issues; performs other related duties as required.

EXAMPLES OF WORK:

As a lead worker, provides server support functions and direct hands on support to an information technology unit or to end users in a client/server environment.

Resolves highly complex online and batch production problems from verbal and written problem reports to provide timely and accurate service to all approved user commitments; consults with information technology, network management and systems programming staff for assistance in the resolution of the more difficult problems.

Identifies recurring production problems from problem reports or a problem tracking system and recommends final resolution.

Identifies inefficient production processes and programs and increases their efficiency through job streaming techniques and in-house productivity aids.

Implements and promotes the use of general purpose software for use in online and batch processes as provided by the systems programming and network management staff.

Provides guidance and takes the lead over lower level information technology staff, in assisting other information technology personnel and end user staff in the use of various information technology hardware and software.

Designs, codes, tests, and implements program modules using productivity aids for special hardware or software statistical or analytical reports.

Answers complex inquiries from system users; explains systems functions and provides technical assistance in the use and application of system features.

Provides support in the maintenance of mainframe, endpoint computers, peripherals and access to web-based applications.

Analyzes are collaborates to resolve production issues while documenting and following up on issues.

Installs, configures and sets up printers and workstations; installs software programs.

Responds to requests for assistance; identifies and corrects hardware, software and printer problems.

Assigns daily duties based on operational needs and attendance.

Manages support agent duties in response to changing conditions.

Receives calls, emails, and tickets at the help desk and handles assigned problems, which may include highly complex and/or highly critical issues; handles high priority outages (e.g., highly sensitive sites, multiple sites, etc.).

Reviews call records, requests and incidents for un-transferred call records and unassigned records/tickets in ESD Queue and makes assignments/reassignments.

Collaborates with multiple parties by hosting bridges to resolve complex issues.

Installs, maintains, and repairs various mobile and telecommunication systems or devices.

Provides guidance and training to staff when needed.

Monitors system performance and facilitates resolution of issues.

Troubleshoots application errors.

Identifies and resolves network problems.

Takes the lead in the review of operational documentation for adherence to information technology requirements.

Assists in supporting the use of peripheral devices.

Reviews technical literature and attends seminars and training sessions to remain current in the use of hardware, software and IT practices.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college or university with an Associate's degree in, Computer Science, Information Technology, or a closely related field.

EXPERIENCE:

Three (3) years of experience in one or more of the following: 1) information technology systems analysis and programming design; 2) the analysis of work methods and processes; 3) the operation of multi-program or client/server computer systems; or 4) help desk; one (1) year of which shall have been in the technical support area solving user problems in a help desk or related environment.

NOTE: A Bachelor's degree in any field may be substituted for the Associate's degree in Computer Science, Information Technology, or a closely related field.

NOTE: A Bachelor's or Master's degree in Computer Science, Information Technology, or a closely related field may be substituted for one (1) year of experience.

Special Note Regarding Substituting Experience for Education:

Experience in the study of work methods and processes, the analysis of varied types of data, the design and preparation of systems and programs, the operation of multi-programming or client/server computer systems and work in the information technology support areas of input/output control, scheduling, reliability or user support may be substituted for the required education on a year-for-year basis.

Special Note Regarding Substituting Training for Education:

In order for training to be accepted, the applicant must provide documentation from an accredited institution of higher learning stating that the school would accept these training hours as equivalent to college credits at that institution and provide the number of college credits that would be equivalent. This documentation from the institution must come from the Department Head or Chair associated with the major or course area in question.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
