PUBLIC HEALTH EMERGENCY NOTIFICATION SYSTEM COORDINATOR
 
DEFINITION

 Under direction of a local health officer or other supervisory official in a Local 
 Information Network and Communications System (LINCS) local health agency,
 and with guidance from the Department of Health and Senior Services, manages
 and operates the NJLINCS Public Health Emergency Notification System;
 coordinates the electronic distribution of public health information and data 
 relating to infectious disease outbreaks, all hazards preparedness and other
 public health emergencies and threats; serves as a resource person for
 developing, implementing, and evaluating educational strategies to enhance the
 capacity to effectively communicate with public health, health care, and 
 community partners;  does related work as required.

EXAMPLES OF WORK:

 Distributes publc health information and data to public health, health
 care, and community partners on a 24 hour/7 day basis using electronic
 information system and communication technologies.
 
 Reviews and evaluates public health infomation and data from a local
 and regional perspective, and adapts/or develops communications to
 address local/regional health issues.

 Participates in tests of the public health emergency notification system,
 and develops and implements improvement plans to enhance operations.

 Develops and maintains liaison with local public health officials, health
 care providers, and community representatives to support statewide
 public health information and data dissemination and exchange, and
 and other program initiatives.

 Assists in the development and implementation of public health
 emergency notification system standard operating policies and procedures.

 Coordinates activities associated with the development and implementation
 of public health emergency notification system initiatives.

 Assists with the development of grants, operational budgets, and performance
 goals, outcomes and measures, and ensures that grant related program
 activities are implemented in accordance with program specifications as
 outlined by the Department of Health and Senior Services.

 Attends and actively participates in workgroup sessions with the Department
 of Health and Senior Services to assist in the development and enhancement
 of public health emergency notification system capacity and infrastructure on
 the state, regional and local level.

 Identifies target populations and assesses communication needs of public
 health, health care, and community partners to develop, maintain and enhance
 the local and regional public health emergency notification system.

 Prepares health education program plans.
  
 Involves local community leaders in the planning, implementation, and
 maintenance of health education services and programs; collaborates
 with other agencies, and consults with subject matter specialists in
 the planning, implementation, and maintenance process.

 Applies appropriate health education interventions to provide for the
 effective implementation of health education programs.

 Provides consultation and training to agency staff in the application
 of health education techniques.

 Participates in the evaluation of the effectiveness of public health communications
 through surveys and other methodologies, and provides recommendations for
 improvement.

 Provides guidance to the local health officer to plan, organize, and develop public
 health communication strategies for the community.

 Provides guidance to various civic, fraternal, health, and volunteer organizations 
 to organize and develop study programs in public health problems.

 Provides guidance and consultation to community organizations to develop and 
 improve their health education activities.

 Visits and speaks before members of public health, health care and community
 health organizations to promote the public health emergency notification system
 and other program initiatives..

 Creates and stimulates a public awareness of the public health emergency 
 notification system and other program initiatives.

 Participates in the preparation of press releases and written materials regarding 
 the programs and functions of local health departments.

 Assists in the coordination of health education activities of various community 
 organizations.

 Participates in the identification of community health education needs, interests 
 and practices.

 Assists in the evaluation of community health resources and health education 
 programs.

 Prepares reports and correspondence.

 Maintains records and files.

 Will be required to learn to utilize various types of electronic and/or manual recording 
 and  computerized information systems and communication technologies used by
 the public health emergency notification system.

 REQUIREMENTS:

 EDUCATION:

 Graduation from an accredited college or University with a Bachelor's degree in 
 Health Education, Public Health, Nursing or a related Health Education field.

 EXPERIENCE:

 Two (2) years of experience assessing community health education needs and, 
 in the planning, implementation, and evaluation of diversified health education 
 programs.

 NOTE: A Master's degree in one of the areas listed above may be
 substituted for one (1) year of experience.

LICENSE:

 Appointees will be required to possess a driver's license valid in New Jersey only 
 if the operation of a vehicle, rather than employee mobility, is necessary to perform 
 the essential duties of the position.

 Knowledge of current principles and practices of public health.

 Knowledge of current public health issues and local public health and community
 programs, services, and resources needed to address them.

 Knowledge of techniques involved in the planning, development, coordination
 and administration of local public health programs and services.

 Knowledge of the methods used to develop and analyze risk communications,
 and evaluate educational needs and resources.

 Knowledge of the current methods of grant and budget preparation.

 Knowledge of health education techniques and practices.
 
 Knowledge of the methods used to develop health education programs.

 Knowledge of the methods used to collect and analyze health data.

 Knowledge of the methods used to analyze and evaluate community health
 needs and resources.

 Knowledge of the principals of disease control, epidemiology, and
 environmental health.

 Ability to utilize various types of electronic information systems and 
 communications technology.

 Ability to evaluate the effectiveness of the public health emergency
 notification system.

 Ability to develop and conduct presentations and other outreach activities
 for public health, health care providers, community organizations, and the
 general public to promote program activities.

 Ability to plan and coordinate efforts to carry out the duties, tasks, and
 responsibilities in support of program activities.

 Ability to plan, organize, and develop a community health education
 program.

 Ability to provide guidance and advice to staff, local health departments,
 and other partners regarding access to and use of public health
 communication systems and web based resources.

 Ability to assess community health needs and resources.

 Ability to identify community health education needs.

 Ability to establish and maintain cooperative working relationships with 
 local public health, health care and community partners, and the general 
 public to enhance program initiatives.

 Ability to gather, analyze and interpret health data.

 Ability to prepare reports and correspondence.

 Ability to learn to utilize various types of electronic and/or manual
 recording and computerized information systems and communications

 Ability to read, write, speak, understand, or communicate in English
 sufficiently to perform the duties of this position. American Sign
 Language or Braille may also be considered as acceptable forms of
 communication.
