Job Specification

 RECYCLING OPERATOR

 DEFINITION

 Under direction, operates, adjusts, and maintains machinery used 
 in processing, shredding, baling, crushing, and/or compacting 
 recyclable material; may also operate mechanical equipment and 
 vehicles such as trucks, front-end loaders, forklifts, and booms to move, 
 lift, load, and/or transport recyclable material and/or commingled 
 solid waste; maintains the area grounds of the recycling facility; 
 does other related duties.

 NOTE: The examples of work for this title are for illustrative purposes only. 
 A particular position using this title may not perform all duties listed in this 
 job specification. Conversely, all duties performed on the job may not be listed.

 EXAMPLES OF WORK:

 May operate and monitor a control panel to activate main power switch,
 motors, and automatic lubrication pump for shredding operation.

 Checks temperature and amperage gauges for safe operating range.

 May synchronize feed and discharge conveyors to provide maximum
 performance and productivity.

 May oversee operation of magnetic separation equipment.

 May operate water spray system to offset fire or excessive dust.

 Shuts down operation in event of malfunction and notifies proper
 personnel of remedial action to be taken.

 May instruct and oversee unskilled personnel as to type of waste
 material to be manually separated from regular processing operation.

 Monitors dumping of incoming material at receiving area.

 Maintains records and files on equipment usage, material processed,
 material recovered, and so forth.

 Operates power equipment to separate various types of material.

 May operate can crushing machinery to reduce bulk size.

 May operate glass breaking machinery to reduce bulk size.

 May operate shredder and baler for recycling.

 May operate heavy truck or separator truck to collect, transport, and
 discharge recycled products.

 May operate tractor to move or collect material.

 Operates skid steer loader, front-end loader, forklift, roll off or heavy 
 dump truck to move recycled or solid waste material.

 May drive a dump truck to transport material. and equipment, plow snow 
 and for other purposes as  assigned.

 Operates equipment such as  loader to pull, pile, turn, or load recyclable 
 or solid waste material.

 Operates machinery with attached equipment such as hoists, cutting
 discs, and blades to raise/lower, turn, chop, grind, or separate recyclable 
 or solid waste material.

 May, with assistance, operate a truck mounted hydraulic boom to lift 
 and dump containers and/or material into truck body or machinery, 
 exercising care to avoid contact by boom with overhead power lines.

 Determines proper gears, speed, and timing required to accomplish work
 or makes decisions concerning equipment operations such as lift
 capacity, weight, and balance of backhoes or forklifts and their
 loads.

 Ensures that equipment is ready for operation at all times by
 inspecting and lubricating moving parts, adding fuel, inspecting tires 
 for proper inflation, checking brake hydraulic reservoir level, coolant 
 and oil level, and making a general inspection of equipment for any 
 obvious deficiencies.

 Reads instructional and operational manuals to learn correct
 lubrication, adjustment, and repair procedures for equipment.

 Performs a variety of manual unskilled laboring tasks and work
 assignments when not engaged in operation of equipment.

 Reports any problems that cause a delay in completion of work
 assignment to the supervisor, either in writing or orally.

 Receives assignments either in writing or orally explaining work to be
 done and equipment to be used to know specifics of assigned tasks.

 Will be required to learn to utilize various types of electronic and/or 
 manual recording and information systems used by the agency,
 office, or related units.

 REQUIREMENTS:

 EXPERIENCE:

 One (1) year of experience in operating one or more types of
 gasoline or diesel powered mobile equipment used for excavation,
 grading, paving, earth moving, or hoisting, or in operating similar
 types of motorized construction equipment.

 LICENSE:

 Appointees must possess a driver's license valid in New Jersey.

 Appointees may also be required to possess a valid Commercial Driver's
 License (CDL) and applicable endorsements for the class and type of
 vehicle being operated.

 NOTE: The responsibility for ensuring that employees possess the
 required motor vehicle license, commensurate with the class and type
 of vehicles they operate, rests with the Appointing Authority.

 KNOWLEDGE AND ABILITIES:

 Knowledge of solid waste and recyclable material handling and processing 
 methods
 
 Knowledge of mechanical functioning of large scale equipment.

 Knowledge of equipment and methods used to transport, transfer, and
 collect solid waste and recyclable materials.

 Knowledge of the use of different sets of controls for operating
 equipment and attachments.

 Knowledge of adjusting, oiling, greasing, fueling, and maintaining various
 equipment to ensure good working conditions.

 Knowledge of sight inspection procedures used to ensure safe operation
 of equipment.

 Ability to follow specific oral or written instructions concerning work 
 assignments.

 Ability to work without close, constant supervision in performing work
 assignments.

 Ability to handle different sets of controls used to operate various
 equipment.

 Ability to adjust, oil, grease, fuel, and maintain equipment.

 Ability to sight inspect equipment to ensure safe operation of
 equipment.

 Ability to comprehend various functional phases of machinery utilized
 in the shredding processing and disposal of solid waste and recyclable 
 material.

 Ability to perform routine and complex mechanical and manual
 operations.

 Ability to maintain records.

 Ability to utilize various types of electronic and/or manual recording
 and information systems used by the agency, office, or related units.

 Ability to read, write, speak, understand, and communicate in English
 sufficiently to perform duties of this position. American Sign
 Language or Braille may also be considered as acceptable forms of
 communication.
