HEARING OFFICERDEFINITION:
Under direction, acts as Hearing Officer for grievances and disciplinary actions; renders written decisions; performs related duties as required.

EXAMPLES OF WORK:
Acts as Hearing Officer for scheduled grievance and disciplinary action hearings.
Reviews documentation, contractual violations as cited and related contract provisions.
Listens to testimony.
Renders written decisions based on the facts of the grievance or disciplinary action within established time guidelines.
Performs additional related research as may be required using as resources Title 18A, Title II NJAC 4 (Civil Service Rules and Regulations).
Performs duties as necessary to assist the managing authorities with contract negotiations, conciliations, and/or arbitration proceedings.
Participates in special projects or assignments related to labor relations matters.
May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience personnel work involving labor management relations, which shall have included employer-employee relations, contract negotiations, and collective bargaining.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
KNOWLEDGES AND ABILITIES:
Knowledge of the content, application, and accepted interpretations of pertinent statutes of the State of New Jersey that concern public personnel administration.
Knowledge of the rules, regulations, policies, and procedures of the New Jersey Department of Personnel, and their application to specific cases.
Ability to review, analyze, and interpret collective bargaining agreements
Ability to read, understand, and interpret the provisions of New Jersey laws relating to personnel and labor management relations matters and the rules, regulations, policies and procedures of the NJ Department of Personnel.
Ability to read, understand, and interpret contractual provisions.
Ability to prepare informative decisions containing findings, conclusions, and determinations.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
