PROGRAM COORDINATOR ALTERNATIVES TO DOMESTIC VIOLENCE DEFINITION
Under direction, plans, develops, monitors, implements, coordinates, and provides administrative direction to staff members engaged in the research, formulation, and development of programs designed to identify, resolve, amelorate, reduce, and eliminate the occurrence of domestic violence in the home; does related work as required.
EXAMPLES OF WORK:
Coordinates and supervises the implementation of programs related to the intervention for the elimination of the occurrences of domestic violence in the home.
Reviews the method by which victims of domestic violence may be assisted, which may include the training of hotline volunteers in counseling techniques when dealing with domestic violence victims.
Supervises the writing and negotiating of grants with appropriate funding agencies for the development of programs concerned with the elimination of domestic violence.
Serves as a representative to, and liaison with, funding and other agencies and organizations through which such services are provided on a contracted basis.
Participates in conferences, meetings, workshops, and other undertakings for the purpose of developing resources to aid and serve victims of domestic violence by arranging conference site facilities, and serves as the workshop facilitator by formulating program theme and design by planning the agenda and arranging for the printing of brochures.
Oversees and/or conducts research analyses and statistical studies in areas of concern and of vital interest to program participants.
Reviews legislation and advises authorities about proposed laws which affect areas of interest to program participants.
Maintains a referral service with legal, health, and social service agencies to provide direct aid to program participants.
Conducts awareness seminars for police and emergency room personnel.
Prepares the annual operating budget, estimates budgetary cost, reviews expected needs, gathers data needed for computation of budget estimates, and computes cost estimates to facilitate appropriate financial planning.
Reviews the work needs and personal interests and qualifications of staff and assigns tasks to personnel to meet those needs and to promote efficiently in work completion.
Supervises the conduct of public informational and educational programs.
Attends public forums, conferences, and seminars and addresses varied organizations and groups.
Supervises the maintenance of files and records and the preparation of correspondence and reports.
Develops a management information system and related procedures, systems, controls, and manuals.
Provides regular assessments of programs needs, achievements, status, and/or anticipated progress as well as overall evaluation programs.
Prepares job specifications, plans staffing patterns, and provides direction for the assignment, training, performance, and evaluation of staff.
Develops and maintains programs of community education, involvement, and information to assure active public support.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Six (6) years of professional experience involved in providing counseling and guidance to individuals, families, and/or groups in coping with social, emotional, psychological, and/or behavioral problems with which they are confronted.
OR
Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. KNOWLEDGE AND ABILITES:
Knowledge of current and proposed legislation on matters pertinent to domestic violence.
Knowledge of modern education techniques and practices relating to domestic violence.
Knowledge of county, state, and federal programs pertaining to domestic violence.
Knowledge of the methods, procedures, and problems involved in mobilizing resources and facilities to service a target population.
Knowledge of the social, psychological, and economic problem confronting domestic violence victims and their families.
Knowledge of the existing services pertinent to clients and of community organization available to them.
Knowledge of federal and state criminal, civil, and regulatory law related to abuse.
Knowledge of the current facts, theories, hypotheses, programs, and research in the areas of abuse and domestic violence.
Knowledge of both traditional and unique behavioral treatment and rehabilitation modalities and techniques.
Knowledge of management techniques, operating procedures and personnel practices with regard to the definition of specific program goals and requirements.
Knowledge of the problems which arise in preparing budgets and in preparing requests for federal grants.
Knowledge in the areas of establishment of priorities, skills and performance analysis, organization and workflow, training methodology, test and measurements, and data control and documentation.
Knowledge of employee relations, assignment of responsibility, and the delegation of authority to assure the efficiency of the operations necessary to achieve defined program objectives.
Knowledge in the areas of needs assessment, management by objectives, staff selection, community resources utilization, interagency cooperation, and public relations.
Ability to act as a spokesperson for the program at public meetings and to explain the purpose and functions of the ADV Program and to establish and maintain a cooperative working relationship with representatives of local government, civic associations, and others interested in or concerned with the problem of domestic violence.
Ability to develop and analyze budgets and to make effective use of available funds.
Ability to exercise independent judgment in evaluating situations and making determinations.
Ability to give testimony under oath and to act as a witness in court.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or braille.
Ability to utilize verbal, written, and graphic communication effectively.
Ability in verbal, written, and graphic communication involved with the dissemination of inter- or intraagency documentation and public information.
Ability to implement conventional practices or develop new procedures to achieve administrative objectives in the areas of program development, data collection, training evaluation, and communications.
Ability to review critically and to revise ongoing programs as circumstances and changing needs require.
Ability to make the fullest possible use of available community resources.
Ability to establish and maintain effective working relationships within the agency, with community groups, and with public and private agencies.
Ability to develop viable ancillary services by providing training to cooperating agencies and schools and to professional and voluntary workers.
Ability to assign, instruct, and supervise staff in a productive and efficient manner.
Ability to prepare clear, technically sound, accurate, and informative statistical, financial, budget, progress, program evaluation, and other periodic reports of activities containing findings, conclusions, and recommendations.
