ASSISTANT MUNICIPAL ADMINISTRATOR (TOWNSHIP/VILLAGE:)

DEFINITION
Assists the Municipal Administrator in the administration of
municipal affairs, and in integrating and coordinating activities of
the various departments; does related work as required.
EXAMPLES OF WORK:
Assists the Municipal Administrator in the preparation and review
of the budget.
Assists the Municipal Administrator in installing modern
management methods and systems for all departments.
In the absence of the Municipal Administrator, shall have all the
powers and perform all functions and duties of the Municipal
Administrator.
Assists the Municipal Administrator in advertising the local
governing body on matters of policy.
Assists the Municipal Administrator in editing and compiling
public information releases.
Assists the Municipal Administrator in advertising the governing
body on all problems of personnel and administrative organization.
Prepares comprehensive reports, and supervises the establishment
and maintenance of suitable records and files.
May be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
REQUIREMENTS:
EDUCATION:
Possession of a Bachelor's degree from an accredited college
or university.
NOTE: Applicants who do not meet the above education
requirement may substitute additional work experience as described
below on the basis of one (1) year of such experience for each (30)
semester hours of credit they are lacking.
EXPERIENCE:
Four (4) years of management experience which shall have
involved all of the following management functions: (1) Setting program
organizational goals and objectives, (2) establishing organizational
structure or determining the need for and developing plans for
organizational changes; (3) setting policy for the organization or
program managed by establishing program emphasis and priorities and
developing operating and procedural guidelines; and (4) directing the
work of the organization or program through subordinate levels of
supervision.
NOTE: Possession of a Master's degree from an accredited
college or university with a major course of study in human services
administration, business administration, public administration,
industrial management, industrial management, industrial engineering,
management sciences or in a program related to the organization,
operation, administration, and control of private or public
organizations, may be substituted for one (1) year of the above
experience.
KNOWLEDGE AND ABILITIES:
Knowledge of the problems involved in the administration of
municipal affairs and in the integration and coordination of
departmental activities.
Knowledge of all phases of municipal business operation.
Knowledge of management principles, practices, methods and
techniques and of administrative processes.
Ability to work effectively and harmoniously with members of
the governing body and other municipal officials.
Ability to make plans for the effective utilization of
available funds, personnel, equipment, materials, and supplies for a
diversified working force.
Ability to provide heads of departments and others with advice
and assistance when needed.
Ability to see that proper operational procedures are followed
and that desired municipal objectives are achieved.
Ability to prepare and supervise the preparation and execution
of correspondence and budgets.
Ability to supervise business operations including financial
and personnel records and paper work; the purchase, receipt, storage,
and issuance of equipment, materials, and supplies; and the collection,
analysis and interpretation of data as to collections, expenditures,
budgets, stores, and other operational procedures.
Ability to supervise the budgeting of funds to departments
within the municipality and the maintenance of records showing the
expenditures of funds by the departments.
Ability to see that proper relations are established and
maintained among the personnel of the various departments and with the
general public.
Ability to prepare and supervise the preparation of clear,
sound, accurate, and informative reports containing findings,
conclusions, and recommendations.
Ability to supervise the establishment and maintenance of
extensive records and files.
Ability to plan, organize, and contribute work in situations
where numerous diverse demands are involved.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency, office, or
related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable forms of
communication.
