Job Specification

ENVIRONMENTAL SCIENTIST 3, PUBLIC HEALTH	

DEFINITION

Under direction of an Environmental Scientist 4, Public Health or other supervisory 
official in the Department of Health, assists in the development of programs, plans, 
procedures, and policies necessary to protect the public from toxicants occurring in
the environment from either natural or artificially induced sources; assists in 
consulting and providing technical, scientific advice relative to programs within the 
Environmental Health Program; assists the Environmental Scientist 4 in general 
activities and may be charged with responsibility for an assigned phase of such 
activity; does other related duties as required.

NOTE: The examples of work for this title are for illustrative purposes only.  A

EXAMPLES OF WORK:

Assists in developing, organizing, and coordinating environmental health programs 
within Occupational and Environmental Health Services and other inter - and 
intradepartmental programs.

May function as a lead worker where required. 

Provides the Environmental Scientist 4 with recommendations on environmental 
questions.

Assists in evaluating potential health hazards resulting from environmental pollutants.

Prepares reports of incidences of hazardous substances as listed in the Toxic 
Substance Control Act and prepares appropriate recommendations.

Assists in preparing materials of scientific nature for use in court actions.

Plans and conducts investigations of substances which may have carcinogenic,
teratogenic, mutagenic, or other toxic effects in the general population.

Aids in the development of broad-based environmental surveillance systems to be 
implemented by the unit.

Assist in providing information to the supervisors and management on scientific matters 
related to veterinary public health, occupational health, epidemiological, and other 
toxicological related programs.

Formulates risk benefit analysis of environmentally induced health related problems.

Reviews and evaluates probable effect of proposed legislation dealing with the 
environment.

Assist in developing computer assisted analyses.

Prepares technical correspondence.

Represents the Environmental Health Hazard Evaluation Program at meetings and 
conferences dealing with environmental problems.

Maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or manual recording 
and information systems used by the agency, office, or related units.

REQUIREMENTS:

EDUCATION:

Graduation from an accredited college or university with a Master’s degree in Biology, 
Biochemistry, Ecology, Industrial Hygiene, Epidemiology, Toxicology, Physics, Public 
Health, Occupational Health, Environmental Management, Health Science or other 
related science.

EXPERIENCE:

Three (3) years of experience in work involving evaluating health effects resulting from 
exposure to environmental or occupational substances.

LICENSE:

Appointee will be required to possess a driver’s license valid in New Jersey only if the 
operation of a vehicle, rather than employee mobility, is necessary to perform essential 
duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of basic principles, practices, procedures, and technology of the scientific 
field concerned and with those of environmental health services.

Knowledge of ecological and toxicological effects of air and water pollution and their 
interaction.

Knowledge of laws and regulations pertaining to health effects of environmental 
pollutants and specific policy standards and procedures used in carrying out provisions 
contained therein.

Knowledge of uses and potentialities of instrumentation and computer technology.

Ability to understand and interpret laws and regulations of New Jersey pertaining to the 
health effects of environmental pollutants and specific policy standards and procedures 
used in carrying out provisions contained therein.

Ability to apply local, state, and federal policies on environmental health issues.

Ability to organize and perform technical and scientific work for the protection of the
 health of the general population from environmental pollutants.

Ability to perform and assist in the analysis of epidemiological, analytical, and 
toxicological data on environmental health topics such as air pollution, food additives, 
heavy metals, pesticides, trace organics in water, carcinogens, mutagens, and 
teratogens.

Ability to learn the organizational structure and functions of local government in 
New Jersey.

Ability to organize work programs and see them through to them accomplishment.

Ability to analyze and interpret technical reports and scientific documents related to 
the environment and to ecosystems within the environment.

Ability to analyze, interpret, and apply basic law and regulations.

Ability to work cooperatively as one of a group.

Ability to prepare scientifically accurate proposals and papers.

Ability to prepare technical correspondence.

Ability to prepare informative and accurate scientific reports.

Ability to maintain essential records and files.

Ability to utilize various types of electronic and/or manual recording and information 
systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to 
perform the duties of this position. American Sign Language or Braille may also be 
considered as acceptable forms of communication.
