HIGHWAY SAFETY SPECIALIST DEFINITION:
Under direction of a supervisory official in the Department of Law and Public Safety, assists in the planning, implementation, administration, monitoring, review, and evaluation of highway safety project grants; does other related duties as required.

EXAMPLES OF WORK:
May contribute to the development of a comprehensive NJ Highway Safety Plan based on federal highway safety regulations and policies and directives of the Governor's representative.
Solicits, encourages, and assists in the submission of moderately difficult highway safety projects from political subdivisions.
May review and evaluate highway safety grant applications in relation to need, capability, and priority.
May determine need and justification for grant alterations.
Visits, consults, and provides technical assistance to political subdivisions concerning highway safety projects.
May assist in developing guidelines, procedures, and criteria to enable political subdivisions to participate in highway safety programs.
Monitors progress of highway safety projects and prepares interim progress, evaluation, and monitoring reports on each specific project under his/her jurisdiction.
Keeps current with policies/procedures stipulated in the National Highway Safety Standards and interprets those standards as they apply to the political subdivisions.
May publicize highway safety activities of the New Jersey Office of Highway Safety.
Plans and implements highway safety conferences and workshops.
Plans and executes research and development of new highway safety projects.
Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.
Maintains records and files.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
REQUIREMENTS:
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Five (5) years of professional experience in the development, implementation, and review of programs and/or procedures.
OR
Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
KNOWLEDGE AND ABILITIES:
Ability to understand and apply general policies and procedures for compliance with standards in federally funded programs.
Ability to work effectively with other state department officers, consultants, and others in the review, revision, and acceptance of plans or proposed highway safety projects.
Ability to draft correspondence in the course of official duties.
Ability to prepare and supervise the publication of clear, concise, informative reports of highway safety activities, containing findings, conclusions, and recommendations.
Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
