CAMPUS POLICE OFFICER

DEFINITION:

Under the direction of a Campus Police Sergeant, Lieutenant, or other supervisory officer in the Campus Police Department in a state college/university campus, provides foot and vehicular patrol, security and surveillance, assistance and protection for persons and property; assures observance of the law and apprehends law breakers for an entire college/university campus, and, when required, performs these duties in cooperation with municipal, county, federal and state law enforcement officers or a portion thereof; does other related duties as required.

NOTE: Appointments may be made to positions requiring bilingual skills.

SPECIAL SKILL:

Applicants must be able to read, write, speak, understand, or communicate in Spanish and English sufficiently to perform the duties of this position.

EXAMPLES OF WORK:

Patrols the buildings and grounds of a state college/university campus on foot or in a patrol vehicle, while armed with a firearm, in uniform or while assigned to a plain clothes detail, to ensure campus security and to guard against trespass, theft, damage to property, fire and injury.

Implements measures required to safeguard the lives and property of all members of the college/university community and of visitors to the campus.

Enforces State laws, as well as the rules and regulations of the state college/university.

Apprehends, warns, and/or takes into custody violators of the law.

Investigates criminal, civil, and other complaints (including those of motor vehicle violations) committed by or against the college/university and community and observes established regulations and policy in such work.

Coordinates initial incident/crime scene response effort with appropriate county or state public agencies when required or when assistance is needed.

Preserves evidence/contraband by tagging, marking, and/or sealing for safekeeping and transports evidence to court to assist with judicial proceedings.

Responds to physical and verbal altercations including domestic disputes.

Assists security officers and/or campus guards in their investigations and may review and/or edit their reports.

Provides general assistance to all persons on the campus, including the dissemination of information regarding campus locations, special events, campus regulations, provisions of the law, and other matters.

Regulates and controls pedestrian and vehicular traffic to ensure safety and reasonable rapid movement of traffic with a minimum of interference.

Enforces traffic laws and regulations, issues verbal/written warnings and summonses to traffic violators and explains legal procedures regarding summonses.

Gathers information from accident parties and witnesses to determine the facts of the accidents and to complete accident reports.

Conducts field sobriety tests to determine probable cause for breath or blood test and/or arrest for alcohol or drug use.

Assists stranded motorists by notifying the proper service providers.

Notifies dispatcher of hazards on roadway.

Promotes and preserves civil order.

Works special events or details to maintain public safety and security.

Reports campus conditions to dispatch while patrolling the designated territory.

Takes action towards suspicious persons and conditions and reports significant actions, occurrences, and conditions.

Transports persons needing assistance during emergency and/or official business.

Executes official documents (e.g., warrants, subpoena) as required.

Pursues fleeing suspect on foot, bicycle, motorcycle, horse, Segway or in available vehicle, in accordance with Department Policy and Attorney General guidelines.

Conducts searches of persons, premises, automobiles, or property with probable cause.

May process juvenile arrests.

Maintains radio communications with headquarters by operating portable radio or patrol vehicle radio to facilitate patrol activities and communicates to dispatcher/control center all crimes/disturbances in progress.

Records the arrest of individuals (e.g., completes forms, fingerprints, and photographs) to document arrests.

Facilitates the movement of people and activities.

Inspects patrol vehicle for weapons and contraband before and after prisoner transport and before starting shift.

May provide police protection when large sums of money are in transit.

May transport the accused to detention centers.             

Administers first aid in the case of accidents or emergencies.

Attends line up/roll call for briefings of criminal activity, training, etc.

Reports orally or in writing to supervisors on the results of investigations, personnel status and on emergency or potential emergency situations.

Confers with incoming/outgoing colleagues to discuss such things as criminal activity, unresolved incidents, and other matters.

May assist other colleges/universities upon request.

When assigned to night duty, checks and notes whether gates, doors, gratings, and entrances are securely fastened when they should be and, if they are not, investigates and notifies interested persons and Campus Police Headquarters of conditions which should be corrected.

Maintains accountabilities for all keys to limit access to restricted areas.

Checks cars and persons in restricted areas to determine if access is authorized and takes action when necessary.

Provides testimony under oath in court.

When assigned to Campus Police Headquarters, receives complaints, takes proper action by notifying Campus Police Officers and/or Security Officers by radio or other means, and helps maintain accurate records.

Prepares clear, accurate, and informative reports of significant activities and conditions.

Establishes and maintains field contacts and intelligence sources. 

Adheres to all relevant Attorney General Law Enforcement Directives and Guidelines.

Operates body worn cameras when appropriate.

Ensures adherence to policies and procedures concerning school security and safety.

May perform active shooter training for students, faculty and staff and coordinates emergency response. 

Ensures adherence to procedures and protocols for sexual assault response and referrals.

Ensures adherence to policies and protocols pertaining to building trust with diverse local communities. 

Responsible for the efficient performance of all duties in conformance with the rules, regulations, policies, procedures, and orders contained in all manuals issued by the Campus Police Department. 

Maintains essential Campus Police records and files.

Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIREMENTS:

EDUCATION:

Graduation from high school or vocational school or possession of an approved high school equivalency certificate.

AGE:

Applicants must be 18 years of age or older at the announced closing date.

CITIZENSHIP:

Applicants must be a citizen of the United States. 

SPECIAL QUALIFICATIONS:

Appointees must successfully complete the police training course administered by the Police Training Commission. This training includes successful attainment at a level of proficiency in the use of firearms.

NOTE: Candidates certified from the eligible list for this title may be required to undergo a medical examination administered by appointing authority. Any psychological, medical, or physical condition or defect which would prevent efficient performance of the duties of the position, cause the appointee to be a hazard to himself/herself or others, or become aggravated due to the performance of these duties, will be cause for rejection.

NOTE: Appointees to this position shall qualify semi-annually in the use of firearms.

LICENSE:

Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

SPECIAL NOTE:

Appointees have no law enforcement powers or authority until they have successfully completed all required in-house and PTC training and are officially sworn in. 

WORKING TEST PERIOD:

Appointees must successfully complete the required twelve (12) month working test period in accordance with N.J.A.C. 4A:4-5.2(d). The inability of an employee in this title to attain a satisfactory level of performance shall be considered a cause for separation.

KNOWLEDGE AND ABILITIES:     

Knowledge of Campus Police Department Rules and Regulations, and Department Policy after a period of training.

Knowledge of the criminal justice system.

Knowledge of legal requirements governing arrests, search, seizure, and evidence.

Knowledge of the legal rights, responsibilities and liabilities of college/university employees, students, and campus visitors; and knowledge of the legal rights of the apprehended and their families.

Knowledge of the proper police procedures to be used in dealing with people and safeguarding buildings and property.

Knowledge of traffic laws and regulations.

Knowledge of all campus facilities and grounds, including doors, switches, heating plants, elevators, fire, and safety equipment, as well as department locations, and the time and place of regular and special meetings and events after a period of training.

Knowledge of basic first aid.

Knowledge of juvenile laws and procedures.

Knowledge of investigative methods and procedures.

Knowledge of investigative resources such as NCIC/SCIC and ATS/ACS.

Knowledge of the use of appropriate and legal force and devices to restrain struggling suspects.

Knowledge of the Attorney General guidelines in the use and discharge of firearms.

Knowledge of back-up procedures when called upon by other officers in need of assistance.

Knowledge of courtroom testimony requirements.

Ability to understand, remember, and carry out oral and written directions.
