Job Specification

BUILDING SERVICES COORDINATOR 2

DEFINITION:

Under limited supervision of a Building Services Coordinator 3 or other 
supervisory official in a state department, institution, or agency, supervises 
unit activities and the work involved in altering, renovating, repairing, and 
maintaining office space for the division or department in all locations 
throughout the state; supervises staff and work activities. Prepares and 
signs official performance evaluations for subordinate staff; does other 
related duties as required.

EXAMPLES OF WORK

Confers with administrative officials to determine their needs regarding 
office layouts, alterations, decorating, telephone facilities, and so forth.

Supervises the installation and maintenance of computer terminal 
equipment including data lines and related circuitry.

Supervises clerical personnel in preparing and maintaining statewide 
employee directories. 

Reviews all requests and supervises the site inspection and preparation 
of all telephone orders for the department, institution, or agency.

Supervises development and implementation procedures and practices
for use in the provision of various forms of communication services.

May resolve emergencies that may arise in the central office and various 
field offices such as heating and air conditioning breakdown, roof damage, 
flooding, electrical problems, burglaries, and parking problems.

May act as liaison between the department, institution, or agency and the 
Division of Building and Construction on all engineering and architectural 
work that may be required by all units.

Is responsible for the security of the department, Buildings, and acts as 
liaison between the department and Capital Police.

Acts as liaison between the department, the Division of Telecommunications, 
and vendor in all communication matters.

Estimates costs for communication equipment for central office buildings 
and local offices throughout the state to procure necessary funding and 
for budget preparation purposes.

May supervise the maintenance of lease, correspondence, and blueprint 
files for various locations and the central office, and revises blueprints 
when necessary.

Supervises the maintenance of files containing orders and/or changes 
in communication systems, and in all state and county  directories.

Supervises clerical employees in maintaining accurate and up-to-date
records on various approved State and Federal. 

Plans, organizes, and assigns work of the organizational unit and evaluates 
employee performance and conduct, enabling the effective recommendation 
of the hiring, firing, promoting, and disciplining of subordinates.

Supervises clerical employees in timely processing of items such as 
rent vouchers and tax bills for the field offices.

May assign and instruct clerical employees in the building maintenance 
unit and reception unit of the central office building and supervise 
performance of their work.

Hires contractors and makes periodic field trips to resolve construction 
problems.

Prepares estimates for all maintenance and construction alternations 
within the central office building and field offices throughout the state.

Approves completed work within the central office building and arranges 
for payment of contractors.

Prepares clear, sound, accurate, and informative reports which define 
problems, establish facts, draw valid conclusions, and make suitable 
recommendations.

Supervises the maintenance of essential files.

Will be required to learn to utilize various types of electronic and/or 
manual recording and information systems used by the agency, office, 
or related units.

REQUIREMENTS

EXPERIENCE

Three (3) years of experience in property maintenance, including 
scheduling, coordinating, and expediting alteration, renovation, and 
repair work, and vendor management.

LICENSE

Appointee will be required to possess a driver's license valid in 
New Jersey only if the operation of a vehicle, rather than employee 
mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES

Knowledge of methods and procedures used in inspecting physical 
plants including determining the adequacy of heating, lighting, ventilation, 
air conditioning, and sanitary facilities.

Knowledge of the interpretation of blueprints, drawings, and specifications, 
and the evaluation of technical data.

Knowledge of legal terminology used in interpreting lease contracts, 
bonding, insurance, and related matters.

Ability to acquire the knowledge of the interpretation of the National 
Safety Code, local city fire codes, and New Jersey Statutes promulgating 
barrier free facilities for the handicapped. 

Ability to identify communications problems, both existing and projected, 
and recommend appropriate actions to avoid or eliminate such problems.

Ability to develop procedures, techniques, and instructional material for 
the proper use of building facilities and systems.

Ability to supervise necessary research prior to the preparation of budget 
requests for rents, alterations, heavy computer equipment, and related items.

Ability to resolve construction problems with contractors in the field and 
involving emergencies that may arise in the central office building and/or 
field offices throughout the state such as heating and air conditioning 
breakdown, roof damage, flooding, burglaries, electrical problems, and 
parking.

Ability to supervise assigned staff and plan, organize and implement 
projects within the unit.
 
Ability to organize assigned work and develop appropriate work methods.

Ability to prepare clear, sound, accurate, and informative reports which 
define problems, establish facts, draw valid conclusions, and make suitable 
recommendations.

Ability to supervise the maintenance of essential records and files.

Ability to learn to utilize various types of electronic and/or manual recording 
and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, or communicate in English 
sufficiently to perform the duties of this position. American Sign Language 
or Braille may also be considered as acceptable forms of communication.
