PLANNER/SCHEDULER, COMPUTERIZED MAINTENANCE MANAGEMENT PROGRAM
DEFINITION
Under direction of an Engineer-In-Charge of Maintenance 1
or 2 or other supervisor, has responsibility for the operation of
the maintenance management program encompassing the
computer assisted planning and scheduling of all physical plant,
equipment, and machinery maintenance activities, and including
inspection, determination of work needed and time and material
costs, and preparation of labor efficiency and other management
reports; does related duties as required.

EXAMPLES OF WORK:
Implements and maintains a computerized system of scheduled
preventative maintenance procedures on all segments of the
physical plant of an institutional facility.
Reviews, inspects, and evaluates completed work of institutional
maintenance staff to ensure that the schedule of planning
maintenance is maintained.
Schedules and records periodic inspections, tests on sewage,
boilers, potable water, electric machinery, and other plant
systems, and documents ongoing completion of such tests and
maintenance in compliance with JCAH, ICF, DEP, EPA, and/or
other applicable standards.
Develops and recommends priorities to the Engineer-In-Charge
of Maintenance on all issues regarding the schedule of planned
maintenance repairs.
Develops, maintains, and promulgates maintenance standards
and procedures for the institution in cooperation with various
maintenance shop foremen and personnel.
Promulgates and executes a plan for effective utilization of
available maintenance funds, personnel, equipment, materials,
and supplies with the Engineer-In-Charge.
Carries out delegated responsibility for coordination of work
measurement programs including analysis of work sampling
data and development of repetitive job standards.
Develops, promulgates, and updates maintenance standards
and interfacing procedures with originators and/or approvers
of work requests with regard to priorities, completion dates,
reconciliation of complaints, job progress, number of job
completions, and specific job definitions with the Engineer-In-
Charge.
Provides work force analyses and reviews supply requisitions
against planned maintenance needs on a regular basis.
Produces plans for corrective action in response to external
surveys with the Engineer-In-Charge.
Prepares clear, concise, and factual reports related to
preventive plant maintenance service for the Engineer-In-Charge
of Maintenance and maintains up-to-date files and records
including plans, manuals, personnel, equipment, supplies, work
done, time spent, and so forth.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by
the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Four (4) years of experience in the maintenance and repair
of large public or private physical plant facilities, equipment,
and machinery and the planning and scheduling of such
maintenance and repair work.
NOTE: Applicants who do not possess the above
experience may substitute one of the following:
Graduation from an accredited college or university with a
Bachelor's degree in Industrial, Mechanical, or Electrical
Engineering.
Possession of a valid Certificate as a Plant Engineer issued
by the American Institute of Plant Engineers.
Possession of a valid Certificate as a Energy Manager issued
by the Association of Energy Engineers.
Possession of a valid Certificate as a Manufacturing
Engineer issued by the Society of Manufacturing Engineers.
LICENSE:
Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform essential
duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of building and repair methods, materials,
specifications, and designs.
Knowledge of environmental regulations and energy regulations.
Knowledge of problems encountered in the repair and maintenance
of mechanical equipment and varied types of buildings and
structures.
Knowledge of procedures used in making periodic tests of sewage,
boiler water, potable water, electric machinery, and other plans
and systems involved in the operation of the facility.
Knowledge of a computerized maintenance management system
and its application to a large institutional facility after a period of
training.
Ability to read blue prints and interpret specifications.
Ability to comprehend, analyze, and interpret financial,
personnel, and technical problems involved with the exercise
of the maintenance management program.
Ability to formulate operating procedures and develop work
programs, schedules, and operations manuals.
Ability to organize assigned work and develops work methods
to correct maintenance repairs.
Ability to establish and maintain records and files of personnel,
equipment, materials, and supplies.
Ability to utilize various types of electronic and/or manual
recording and information systems used by the agency,
office, or related units.
Ability to read, write, speak, understand, and communicate
in English sufficiently to perform the duties of this position.
