FINGERPRINT PROCESSING TECHNICIAN 2
DEFINITION
Under the general direction of the Assistant Supervisor and/or
the Supervisor, Fingerprint Technical Unit, State Bureau of
Identification, Records and Identification Section, Division of
State Police, assists in the supervision of and coordinates the
efforts of Fingerprint Processing Technicians 1 and 2in the
classification, filing and searching of fingerprints utilizing
the Henry System with extensions in concert with an Automated
Fingerprint Identification System (AFIS) of fingerprint
identification and classification; does other related work.

EXAMPLES OF WORK:
Conducts classroom training programs and instruction on the
identification, application procedures, and process of the Henry
System with extensions interfaced with an Automated Fingerprint
Identification System (AFIS) for fingerprint classification given
to all state, county and municipal law enforcement entities.
Operates an Automated Fingerprint Identification System (AFIS)
comparing ten-print database files to received latent and partial
fingerprint recorded on database files and depositories,
searching for verification and possible identification as
required. Supervises quality control operations of workstations
as work demands require.
Retrieves transmitted records and reviews information from the
Fully Integrated Fingerprint Identification System (FIFIS) Live
Scan and contacts the contributing agency if necessary.
Assigns pattern types to the transmitted fingerprints.
Conducts a search utilizing the Criminal Justice Information
System (CJIS) master name database and/or the AFIS database.
Modifies the computer-generated minutia to more accurately locate
and generates a search.
Electronically transmits the arrest information into individuals'
permanent criminal history records.
Monitors the multiple subsystems and troubleshoots systems
malfunctions.
Interacts with the technical support personnel to maintain proper
operation of the systems.
Maintains and records statistical data of the Live Scan incoming
fingerprint and generates a report.
Rectifies problems which occur during operations of an Automated
Fingerprint Identification System (AFIS) workstations; provides
instructions on problem escalation policy and procedures.
Provides assignments and guidance to Fingerprint Processing
Technicians 1 and 2.
Confirms the determination of unusual or questionable fingerprint
pattern types.
Conducts independent follow-up of latent and partial fingerprint
identifications to determine status/disposition of identified
suspects.
May be required to testify in a court of law on the findings and
process of fingerprint identification.
Verifies identifications of possible criminal suspects from
research of available database depositories of an Automated
Fingerprint Identification System (AFIS) consistent with latent
and partial fingerprint searching process in comparison to ten-
print files.
Prepares accurate and informative reports in matters concerning
the efficient operations of the assigned Automated Fingerprint
Identification System Sub-Units.
Prepares written correspondence and provides telephonic
communications with law enforcement agencies concerning the
results of AFIS searches and findings.
Prepares accurate identification return packages with all
necessary supporting documents when the AFIS detects a latent or
partial possible submission match in comparison with ten-print
fingerprint file searches in the identification of a possible
criminal suspect.
Organizes assigned workload for distribution and analysis of
specific problematic fingerprint requests and develops effective
work methods.
Assigns, instructs, trains and supervises the work performance of
lower grade fingerprint processing technicians in all phases of
the work operations.
Prepares and develops job standards and evaluates performance of
subordinate fingerprint operators.
Supervises the maintenance of confidentiality of essential
records and files.
Will be required to instruct others to utilize various types of
electronic and/or manual recordings and computerized information
systems and software applications used by the agency, office or
related units.
REQUIREMENTS:
EDUCATION:
Successful completion of the courses of training
in the Henry System with extensions interfaced with an Automated
Fingerprint Identification System (AFIS) workstation operation in
fingerprint classification and identification practices.
Successful completion of the training courses in the
applications and concepts of the Fully Integrated Fingerprint
Identification System (FIFIS) Live Scan workstation Operations
for fingerprint classification and identification.
EXPERIENCE:
Three (3) years of experience in the independent
identification, classification, filing, and research of
fingerprints, one (1) year of which involves the instruction,
training, and supervision of personnel in the operation of the
Fully Integrated Fingerprint Identification System (FIFIS) Live
Scan workstation in fingerprint classification and
identification.
LICENSE:
Appointee will be required to possess a driver's
license valid in New Jersey only if the operation of a vehicle,
rather than employee mobility, is necessary to perform the
essential duties of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the Henry System with extensions of fingerprint
classification.
Knowledge of hardware and software problems which occur in the
Automated Fingerprint Identification System (AFIS) workstations
operations.
Knowledge of the proper procedures in resolving problem
escalation in the operations to the AFIS.
Knowledge of the Fully Integrated Fingerprint Identification
System (FIFIS) Live Scan operation functions and monitor systems
for malfunctions.
Ability to instruct others in the Henry System with extensions
interfaced with the AFIS System of fingerprint classification in
concert with an FIFIS workstation operations applications and
procedures.
Ability to plan, organize and assign daily work tasks.
Ability to operate and instruct others in the operations of
computerized workstations in a large law enforcement agency
environment.
Ability to account for fingerprint cards that have been misplaced
or misclassified to ensure total accuracy of all submissions.
Ability to function in the absence of the Assistant Supervisor,
Fingerprint Technical Unit.
Ability to work harmoniously with other supervisors and employees
of the Fingerprint Technical Unit.
Ability to interact with people from outside agencies in a
professional, knowledgeable, and courteous manner.
Ability to understand and convey written and oral directions and
instructions to other fingerprint operators and advise others of
unit polices and procedures.
Ability to minimize possible suspects and perform elimination
work for latent cases prior to an AFIS search.
Ability to assist State Police and local police officers to make
identifications in latent cases when law enforcement personnel
encounter difficulties.
Ability to determine the classification and pattern types of
fingerprints, particularly when the fingerprints are difficult to
classify.
Ability to operate all modes, levels and phases of an AFIS
workstation in ten-print, latent and partial operations of
identification, verifying and storage of fingerprint work.
Ability to confirm identification, resulting from an AFIS search
of latent and partial fingerprints, through side-by-side computer
display and comparison to the master ten-print fingerprint
database files and depositories.
Ability to analyze work problems and develop effective work
methods.
Ability to conduct classroom-training programs on the application
and process of the Henry System with extensions interfaced with
the AFIS fingerprint classification and identification
procedures.
Ability to assign, instruct and train employees and to supervise
and evaluate the performance of their work.
Ability to supervise the establishment and maintenance of
confidential and essential records and files.
Ability to testify in courts of law as a State witness.
Ability to learn and instruct others to utilize various types of
electronic and/or manual recordings and computer information
systems and software applications used by the agency, office or
related units.
Ability to follow the procedures of the sorting table including
overseeing the review of completed work, preparing for the
distribution to appropriated units and denoting the accurate
count of the work completed and unfinished.
Ability to access Live Scans of fingerprints from various
government sources and depositories throughout the country and
from international sources.
Ability to read, write, speak , understand and communicate in
English sufficiently to perform the duties of this position.
American Sign Language or Braille may also be considered as
acceptable forms of communication.
