Job Specification

ADMINISTRATIVE ANALYST 4 FISCAL MANAGEMENT  

DEFINITION:

Under the general supervision of a supervisory official in the fiscal management areas in a State department or agency, coordinates and supervises work activities of Administrative Analysts, Fiscal Management of lower grade or other subordinate staff engaged in/responsible for fiscal management activities in planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department and/or division programs, and where alternative programs are needed makes evaluations and recommendations as required; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

EXAMPLES OF WORK:

Coordinates and/or supervises work activities of Administrative Analysts, Fiscal Management of lower grade or other subordinate staff engaged in/responsible for fiscal management activities in planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department and/or division programs.

Coordinates cost benefit analysis and effectiveness survey activities, and where alternative programs are needed makes evaluations and recommendations.

Coordinates evaluation of program activities to establish validity of program objectives and effectiveness of program operational policies and procedures in accomplishing these objectives.

Coordinates intensive investigations and preparation of detailed recommendations relating to proposed expansion, continuation, or elimination of programmatic needs and functions as well as positions and groups of positions.

Reviews requests for transfer and allocation of funds, determines factual basis for such requests, and prepares recommendations for use of a supervisory official.

Develops budget controls and detailed records of state and federal funds, and sees that expenditures do not exceed appropriations, and that expenditure commitments will not result in unanticipated future requirements.

Coordinates development of fiscal management standards and reporting systems for assessing agency performance, and stimulates development of management reporting systems which include workload volume, backlog, revenues, and expenditures.

Coordinates analysis of operational problems brought to light through budget studies, requests, and hearings; compiles and interprets data; appraises agency situations and develops courses of action for more effective utilization of fiscal management resources.

Selects an appropriate solution to problems after considering the effect on equipment, work standards, procedures, information systems, management controls, and organizational structure.

Prepares and presents to management both written and verbal justification of proposed solutions to administrative, budgetary, or fiscal problems indicating the costs, net benefits, risks, and alternatives.

Coordinates analysis of administrative and budget implications of specific legislation.

Establishes policies and procedures for regularly determining if and when fiscal management systems and procedures or equipment should be updated.

Participates in administrative planning, organization, administrative, and procedural studies, capital planning research, and assists in introducing new techniques and methods to improve administration.

Prepares and directs the preparation of clear, sound, accurate, and informative statistical and other reports containing findings, analyses, conclusions, and recommendations.

Coordinates the maintenance of files.

Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.

Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office, or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional experience in work involving fiscal analyses and evaluation, budgeting, and management operations in government, business, and/or a management consulting firm, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses.

OR

Possession of a bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics or Finance courses; and four (4) years of the above-mentioned professional experience.

OR

Possession of a master's degree in Accounting, Business Administration, Economics or Finance; and three (3) years of the above-mentioned professional experience.

OR

Possession of a doctorate degree in Accounting, Business Administration, Economics or Finance; and two (2) years of the above-mentioned professional experience

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of management concepts and practices.

Knowledge of budgeting, planning practices and procedures, and ability to apply this knowledge to government program analysis, government organization principles, and administrative practices.

Knowledge of and ability to apply statistical theory, practices, and techniques and information system technology in the analysis and evaluation of the programs of government agencies.

Knowledge of data processing and its application to management decision-making in the management of government agencies.

Ability to supervise employees and apply supervisory techniques to ensure employee effectiveness.

Ability to analyze program operations, identify alternative program strategies, develop cost estimates, and evaluate alternatives and select the most practical and effective.

Ability to plan, carry out, and supervise analytic studies and investigations or research assignments, and to produce reports containing clear, sound, and accurate analytic data findings and recommendations including suggested implementation techniques.

Ability to work effectively under direction with a minimum of supervision in dealing with other personnel at various levels of management and to obtain their cooperation in securing necessary information and implementing recommendations resulting from analytic studies and evaluations.

Ability to analyze, interpret, and apply laws, regulations, and agency program plans.

Ability to identify and define latent program and policy issues and to recommend appropriate action to be taken.

Ability to supervise the maintenance of records.

Ability to supervise assigned staff and plan, organize, and implement projects within the unit.

Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
