Job Specification

FISCAL ANALYST  

DEFINITION:

Under close supervision of a supervisory official in a state department or agency, participates in analysis of fiscal activities including budget preparation, review and maintenance, assists in analyzing budgets for grants, contracts, state funds and/or program funds, assists in analyzing fiscal impacts, maintains records; does other related duties.

EXAMPLES OF WORK:

Assists in providing technical advice on fiscal matters and problems.

Assists in resolving problems and establishing budgetary policies and procedures.

Monitors internal financial controls and reviews and analyzes financial records.

Determines allotment of funds.

Participates in the preparation of the program budget.

Reviews expenditures for compliance with budget policies.

Estimates revenue and expenditures.

Reviews vouchers, requisitions and other financial documents for accuracy.

Verifies the accuracy of processed fiscal transactions.

Assists in analyzing and verifying program expenditures and project fiscal impacts.

Identifies and determines funding sources for specific accounts.

Analyzes and corrects errors in computerized accounts.

Maintains records and files.

Utilizes financial software packages.

Provides support and assists in preparing fiscal and other financial reports.

Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Five (5) years of professional experience in the collection, analysis, evaluation, and presentation of financial data used to provide an accurate accounting of administrative and operating costs, and the preparation of reports containing conclusions and recommendations for a private business or government agency.

OR

Possession of a bachelor's degree from an accredited college or university; and one (1) year of the above-mentioned professional experience.

OR

Possession of a Master's degree from an accredited college or university in Business Administration, Public Administration, Accounting, or Finance.

NOTE: "Professional experience" refers to work that is analytical, evaluative, and interpretive; requires a range of basic knowledge of the profession's concepts and practices; and is performed with the authority to act and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of financial projection and forecast methods.

Knowledge of the procedures for reconciling accounts.

Knowledge of the theory and principles of fiscal analysis.

Ability to read and interpret, laws, rules, and regulations and apply them to specific situations.

Ability to review, analyze, and interpret financial records and statements.

Ability to maintain fiscal and other records and files.

Ability to provide advice on fiscal matters and problems.

Ability to interpret financial statements.

Ability to calculate revenue and expenditure projections.

Ability to prepare fiscal studies and reports containing findings, conclusions and recommendations.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
