Job Specification

SUPERVISOR OF TRANSPORTATION SERVICES  

DEFINITION:

Under the direction of a supervisory official, coordinates and supervises transportation services of the field and central offices; establishes liaison with other agencies regarding vehicle and transportation matters; does other related duties.

EXAMPLES OF WORK:

Manages and supervises the transportation services of the field and central offices.

Evaluates vehicle assignments and usage and provides recommendations for changes.

Collects and analyzes current and historical data related to motor transport services from the Department.

Establishes liaison and cooperative working relationships with other agencies involved in providing transportation services.

Coordinates the defensive driving program.

Reviews and comments on requests for transport and transportation funding.

Investigates complaints of vehicle usage, vehicle accidents and other claims and prepares reports.

Coordinates transportation services for the mass movement of inmates within State correctional facilities; develops transportation programs to move State assigned inmates to county facilities for temporary housing.

Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of employees.

Develops programs for transportation of staff and inmates in the event of emergency civil defense; serves as transportation liaison between the Department and Division of State Police for transportation services.

Evaluates the effectiveness of departmental transportation services; recommends changes when required.

Assists in the development and installation of transportation information systems, and the maintenance of current inventory or transport related equipment.

Maintains vehicle maintenance, assignment, deployment and other data.

Reviews vehicle maintenance, purchase, replacement, repair and security practices.

Prepares reports containing findings, conclusions and recommendations.

Establishes and maintains essential records and files.

May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Seven (7) years of professional experience in a motor transport management program for a business, firm or governmental unit which shall have included the coordination of vehicle assignment, maintenance, repair and the regulation of vehicle usage, one (1) year of which shall have been in a supervisory capacity.

OR

Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity.

NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of the methods used to investigate complaints and accidents.

Knowledge of the methods used to coordinate the storage, maintenance, service and repair of a motor vehicle fleet.

Knowledge of the methods used to coordinate transportation services.

Ability to investigate complaints regarding vehicle usage, accidents and other claims.

Ability to coordinate the servicing, maintenance and repair of vehicles.

Ability to interpret laws, rules and regulations and apply them to specific situations.

Ability to inspect vehicle maintenance and storage facilities

Ability to provide assignments and instructions and supervise work performance

Ability to coordinate, supervise, and evaluate transportation services.

Ability to collect and analyze data and prepare reports and correspondence.

Ability to maintain records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
