HEAD PROCUREMENT CLERK
DEFINITION
Under the direction of the Senior Buyer or other supervisor
in a state department or agency, prepares detailed applications
and other data required for the procurement of office materials
and services, establishes and maintains liaison with vendors,
salespeople, and the Division of Purchase and Property, and
prepares inventory reconciliation reports: does related work as
required.
EXAMPLES OF WORK:
Prepares detailed applications for submission to the Division
of Purchase and Property, Department of the Treasury, for all office
materials and services.
Prepares blanket purchase orders for various divisions of the
operating department or agency.
Resolves problems regarding requisitions, ordering and/or
shipment of items by contacting vendors, stockroom, or the budget
and accounting office.
Interviews salespeople and vendors and maintains liaison with
the Division of Purchase and Property and others on procurement
matters; prepares specifications for equipment to be purchased.
Maintains up-to-date master catalog file to be used for stock
inventory-cost chargeback system.
Supervises the work operations and/or functional programs and
has responsibility for effectively recommending the hiring, firing,
promoting, demoting, and/or disciplining of employees.
Arranges for the purchase of small and/or emergency items.
Prepares recommendations for the acquisition of materials and
services.
Takes the approved measures required to expedite deliveries.
Receives and reviews data for and prepares the inventory
reconciliation report.
Prepares correspondence.
Prepares clear, sound, accurate, and informative reports on
purchase matters containing findings, conclusions and
recommendations.
Maintains the essential records and files.
REQUIREMENTS:
EXPERIENCE:
Two (2) years of experience in work involving the purchasing,
storing, and supplying of office equipment, materials, and supplies.
LICENSE:
Appointee will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather than
employee mobility, is necessary to perform the essential duties
of the position.
KNOWLEDGE AND ABILITIES:
Knowledge of the problems involved in organizing assigned
purchase and related work and in developing effective work methods.
Knowledge of the problems involved in making estimates of
the items and quantities of items needed and to be needed by the
varied units.
Knowledge of the preparation of leases and agreements for
office machines and equipment.
Knowledge of stock control and inventory records systems.
Ability to acquire knowledge of state purchasing procedures
and practices, the regulations of the Division of Purchase and
Property pertaining to purchase matters and the specialized and
particular needs of the Division in the field of office equipment,
materials, and supplies.
Ability to organize assigned purchase work and develop
effective work methods.
Ability to correct the basic information required and to
prepare detailed applications for the purchase of items needed
by the division.
Ability to comprehend and interpret the regulations
established by the Division and by the Division of Purchase and
Property for the procurement of needed equipment, materials,
and supplies.
Ability to interview salespeople and vendors.
Ability to prepare detailed specifications for needed office
machines and equipment.
Ability to survey the need for and prepare recommendations
for the purchase of office equipment, materials, and supplies.
Ability to prepare correspondence in the course of official
duties.
Ability to prepare clear, sound, accurate, and informative
statistical, financial and other reports.
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency,
office, or related units.
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable
forms of communication.
