Job Specification

TELECOMMUNICATIONS SYSTEMS ANALYST 1  

DEFINITION:

Under general direction of a supervisory official or a Telecommunications Systems Analyst 3 in a state department or agency, assists in the planning and provision of effective and economic telecommunications facilities and services throughout the state; performs related studies and evaluations involving voice and data transmission, computerized and electro-mechanical switching; keeps abreast of modern telecommunications technology; does related work as required.

EXAMPLES OF WORK:

Assists in the initiation and revision of rules and regulations required to maintain effective and economic telecommunications facilities and services including computerized and electro-mechanical switching of voice and data transmission lines and telecommunication networks.

Assists in the planning and coordination required to consolidate telecommunications facilities and services throughout the state in order to realize economies in the use of such facilities and services.

Participates in staff surveys to determine functions suitable for consolidation into a single telecommunications facility.

Assists in the development of technical plans for telecommunications facilities, equipment and services to meet specific operational requirements.

Participates in periodic evaluations of existing telecommunications facilities, equipment and services to ascertain that communications needs are being satisfactorily and economically met.

Assists in the initiation, revision and implementation of standard practices and procedures to control and direct the development of telecommunications facilities and services.

Continually reviews technological developments in the telecommunications industry and is aware of rate revisions and regulatory changes.

Participates in the evaluation of all requests for telecommunications facilities, equipment and services; prepares recommendations regarding new and existing facilities; recommends action on requests for equipment and services.

Assists in the provision of consulting and advisory services to other state departments, authorities and commissions on telecommunication operations and problems.

Assists in the execution of studies to determine that state agencies are prepared to effectively use special telecommunication services and equipment; verifies the existence of sufficient justification for such use.

Monitors the use and cost of special telecommunication services and equipment on a monthly basis to assure effectiveness and efficiency; recommends changes in the type and quantity of such services and equipment as necessary.

Assists in preparing and maintaining statewide telephone listings and telephone directories and in periodic reviews and revisions.

May be required to review and coordinate the work of consultants operating under contract to provide telecommunications services to various state agencies.

May assist in overseeing, coordination and training of administrative, technical and clerical support personnel as required.

Prepares reports and correspondence regarding assigned duties.

Participates in the development and implementation of administrative improvements including work systems, organizational changes and program procedures pertaining to telecommunications operations.

Maintains essential records and files.

Will be required to learn to utilize various types of electronic and/or recording and computerized information systems used by the agency, office or related units.

REQUIREMENTS:

NOTE:Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Nine (9) years of experience in either a corporate structure or a government agency involving the planning, acquisition, installation, and/or implementation of telecommunications facilities and services such as private network services, voice and data transmissions, computerized, and electro-mechanical switching.

OR

Possession of a bachelor's degree from an accredited college or university; and five (5) years of the above-mentioned professional experience.

Possession of a master's degree in Computer Science, Data Processing, Engineering or Business Administration from an accredited college or university; and four (4) years of the above-mentioned professional experience.

NOTE:"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

KNOWLEDGE AND ABILITIES:

Knowledge of modern telecommunication equipment such as station and switch features, electro-mechanical and computerized switching and telpak grouping facilities.

Knowledge of the particular communication problems of the various departments and agencies of state government and measures to be taken for their alleviation.

Knowledge of the procedures and techniques involved in making estimates and analysis of existing telecommunication systems.

Knowledge of the factors to be considered in predicting the effect of changes in or additions to, existing telecommunications equipment installations.

Knowledge of F.C.C. and B.P.U. tariffs and regulations.

Knowledge of engineering and architectural considerations involved in the planning of telecommunications facilities and installations.

Knowledge of modern government budget practices, procedures, problems and analysis, with interdepartmental budgeting, administrative practices and procedures and with overall New Jersey operations.

Knowledge of the laws of New Jersey, the pertinent regulation of the federal government and the rules, regulations, standards, policies and procedures of the Department of the Treasury pertaining to budgets, budget control and fiscal and purchase procedures and their application.

Knowledge of state government organization and State of New Jersey fiscal and purchasing policy and procedures.

Ability to act as consultant and advisor in telecommunication operations to all state departments and agencies.

Ability to assist in the preparation of schedules for and assist in the implementation of installations and conversions of complex telecommunications systems.

Ability to understand and evaluate proposals provided by telecommunications equipment vendors.

Ability to visit and inspect the various major state telecommunications centers and determine the adequacy of existing facilities.

Ability to analyze data relating to telecommunications problems and equipment and make necessary corrections or recommend new or revised telecommunications facilities.

Ability to assist agency personnel in planning, developing and conducting communications training programs and to conduct training courses and seminars for agency personnel.

Ability to acquire training and supervisory skills in order to train and supervise the work operations of administrative, technical and clerical support personnel.

Ability to represent the state at meetings, seminars and conferences with representatives of other states and professional communications organizations.

Ability to prepare correspondence relating to official duties and responsibilities.

Ability to effectively communicate with supervisors, subordinate employees, outside vendors and department officials.

Organization required to execute the telecommunication operations of the agency.

Ability to assist in the development of efficient and economical routing for the electronic transmission of voice and data.

Ability to prepare technically sound, accurate and informative reports of telecommunications matters containing findings, conclusions and recommendation.

Ability to maintain essential records and files.

Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
